About The Position

As a Senior Technical Offer Lead, you will coordinate the preparation and delivery of technical proposals for nuclear plant projects under the direction of the Senior Manager, Technical Offer Development. This involves cross-company collaboration with engineering, project management, supply chain, and commercial teams. You will work across APX Delivery functions, the APX Project Development & Partnerships (PDP) commercial team, and business support responsibilities during offer development and contract negotiations.

You will report to the Senior Manager - Technical Offer Development and work a hybrid role located in Cranberry, PA.

Requirements

• Bachelor's degree in Engineering, Business, or related field.
• 4+ years of experience in team / process leadership, project management or commercial offer development
• Knowledge of proposal processes and business development life cycles.
• Proficiency with requirements management and technical compliance for RFP/RFQ responses
• Technical writing and document leadership; experience directing SMEs
• Experience navigating global matrixed organizations

Responsibilities

• Lead the development of technical components for expressions of interest, pre-qualifications, requests for information, other client inquiries and deliverables for early works and front end engineering contracts.
• Develop proposal schedule, set priorities and outline action items and owners.
• Work with engineering teams to validate scope assumptions and technical solutions.
• Analyze RFPs and RFQs, identifying all requirements and criteria for evaluation.
• Coordinate with APX PDP Commercial team and APX Delivery teams to refine technical offer content and update project cost during contract negotiations.
• Implement proposal strategies including win themes, competitive analysis, discriminators, winning executive summaries and compelling business cases
• Lead the technical compliance matrix and clarifications/exceptions
• Coordinate and facilitate proposal response review meetings for authors and reviewers
• Support customer Q&A and requests for information through award
