Requirements

  • Bachelor’s degree in a related field. Experience may be substituted for education on a year for year basis.
  • Regular and Reliable attendance is required.
  • Knowledge of: personnel/human resources procedures; EEO policies and procedures; Boolean search strings; labor market analysis; employee interviewing and selection; workforce planning; and Applicant Tracking Systems (ATS).
  • Skill in actively sourcing passive job candidates through platforms such as Indeed and LinkedIn; effective communication; researching and presenting information to various audiences; project management; and customer focused interactions.
  • Ability to maintain a high level of confidentiality; make and justify decisions; organize and adjust workloads to meet staffing demands; apply evaluation criteria in a consistent and fair manner; develop and sustain positive and relational candidate experiences; effectively utilize ATS and social media to engage current and potential job candidates; and perform work independently.

Nice To Haves

  • Experience leading large-scale recruitment projects or similar HR initiatives, as well as experience in full-cycle recruitment, sourcing/direct search, recruitment marketing; and talent acquisition certification.

Responsibilities

  • Support state agency stakeholders by consulting on talent acquisition strategies and serving as a strategic advisor for best practices and recruitment lifecycle management.
  • Develop, implement and lead workforce planning initiatives, including hiring forecasts, succession planning and skills-based hiring strategies.
  • Promote and represent the State of Nebraska as a key employer through various social media, events, networking and marketing channels.
  • Leverage recruiting and candidate tools and systems, including applicant tracking system, resume databases and internet sourcing databases, to strategically source, evaluate and match candidates with potential career opportunities, including within the State's temporary employment program (SOS Temporary Program).
  • Engage in continuous improvement efforts and training related to systems, processes and personal development.
