About The Position

This is a highly responsible administrative professional nursing position with operational responsibility for the Medical Foster Care (MFC) program in the assigned region, reporting to the Executive Community Health Nursing Director position. An individual in this position is expected to exercise critical thinking and prudent judgment in the formulation and implementation of program strategies for activities that include but not limited to, program needs assessment, program action planning, implementation, communications, quality assurance, and recruitment. In collaboration with the CMS Executive Community Health Nursing Director, plans, implements and evaluates the performance of Medical Foster Care to maximize efficiency, productivity and quality service delivery. This includes conducting periodic needs assessments, ongoing planning, implementation, analyzing data for purposes of system analysis and quality assurance, evaluating the delivery of CMS programmatic services, and the implementation of quality improvement strategies where indicated.

Requirements

  • Must be licensed in the State of Florida as a Registered Nurse in accordance with Florida Statute 464 or have a Compact License from a State that participates in the Compact Program.

Nice To Haves

  • Bachelors of Science in Nursing preferred
  • 1-3 years of progressive supervisory/leadership experience
  • 3-5 years of experience as a registered nurse with children and youth with special health care needs, preferably in critical care, high tech pediatric home health or PPEC care.
  • Valid Driver’s License

Responsibilities

  • Assists with the annual program needs assessment process for the assigned area in collaboration with the Executive Community Health Nursing Director.
  • Assists in the analysis of data and program information to plan for present, prolonged, and future needs in accordance with agency objectives, community needs, and available resources.
  • Assists in the development of program action plans with ongoing planning, development, and monitoring to ensure the achievement of program goals.
  • Provides annual written report for upcoming year with retrospective review of the previous year’s activities.
  • Provides periodic updates as indicated.
  • Supervises and assists MFC program implementation with ongoing planning, monitoring, evaluation, and analysis of program performance at the micro systems level, in collaboration with management for program impact at macro level.
  • Directs and oversee the implementation and delivery of program services and activities of the nursing, social services, and clerical health support staff with accountability for operational performance for the geographic area assigned within the defined region.
  • Supervises and assists with outreach and engagement of community partners throughout the geographic areas assigned.
  • Supervises and assists in the recruitment, onboarding, education, training, ongoing coaching, technical assistance, retention, and other activities related to MFC parent providers.
  • Provides direct supervision of MFC program staff within their reporting structure.
  • Direct supervision of staff includes planning and directing work, approving leave requests, conducting performance appraisals, taking, or recommending disciplinary action and completing personnel action requests within time requirements.
  • Directs provides, and ensures appropriate education, training, and monitoring of staff under purview to confirm necessary skill sets for delivery of program services throughout geographic area assigned.
  • Supervises and directs day-to-day operations.
  • Provides verbal and written communication ensuring consistent messaging and alignment with management, program staff, and system stakeholders.
  • Ensures policies and procedures are disseminated, correctly interpreted, implemented, and adhered to at the micro level.
  • Attend meetings and participates as indicated.
  • Serves as a community liaison with other state, public, and private stakeholders.
  • Coordinates with designated Public Information Officer for region.
  • Implements quality assurance standards as part of the leadership team, in conjunction with management.
  • Assist in implementation of organization, program, and staff quality assurance standards to evaluate the delivery of services.
  • Supervises MFC program quality assurance and improvement activities for area assigned.
  • Evaluates delivery of program services provided through systematic monitoring process that reviews and provides analysis of data, program and staff performance, documentation of services, timeliness of services, quality of services provided, satisfaction survey results and other indicated data points.
  • Supervises and assists in the development of quality improvement plans, utilizing the Plan, Do, Study, Act (PDSA) cycle, to ensure that continuous quality improvement activities address suboptimal findings.
  • Directs and evaluates implementation of quality improvement activities at the micro level, to improve services and management of programs to maximize quality, efficiency, and outcomes.
  • Provides concurrent review, utilization and risk management.
  • Provides technical assistance and if indicated, corrective action for area assigned.
  • Fosters safe practices, identifies areas that require improvement and directs activities to correct deficiencies.
  • Documents findings, conclusions, recommendations, and action taken.
  • Communicates findings and makes recommendations to regional management for improvement activities, education, and revisions of internal processes, scope of services and policies.
  • Prepares and submits necessary reports in a timely manner.
  • In areas where there is a program supervisor provides second level review of above activities.
  • Recruits and selects MFC personnel within their reporting structure.
  • Supervises and assists with program hiring and onboarding as indicated.
  • Works collaboratively with regional and program management for planning and management to ensure adequate coverage of programs and equity.
  • In areas where there is not a supervisor position, this position directly performs hiring, selection, onboarding, and progressive discipline functions.
  • Other duties as assigned.
