About The Position

The Senior Project Manager will serve as the primary project manager, responsible for requirements tracking and light business process definition across multiple technology projects of varying sizes. Some projects will be in-flight upon assignment. These assignments may span various business lines within the county, rather than being dedicated to a single business unit. Projects typically require engagement from diverse technical functions, including information security, infrastructure (both cloud and on-premise), integrations/system interfaces, data conversion, and GIS. The project manager will operate within a matrixed environment, collaborating with project team members assigned by functional managers and external vendor solution providers. This role is part of the IST Project Management Office, which consists of a team of three full-time and one part-time project managers, all supervised by a PMO Manager.

Requirements

  • Project Management Institute Project Management Professional (PMP) Required.
  • Criminal Justice Information Services (CJIS) Background and Online County Certification Course.
  • 2-5 years exposure to Professional Business Analysis (PBA) processes and techniques.
  • Understand how requirements, testing, and defect management can affect project quality and schedule.
  • Understand and can articulate the importance of satisfying user needs and expectations through effective application of project governance through project execution.
  • Understand the role of business process definition to inform requirements elaboration in project management and software development.
  • Experienced with application of analytical and estimation techniques with standard Microsoft tools as needed.
  • Possess ability to work with data to identify patterns & trends for presenting data driven recommendations.
  • Possess a thorough understanding of software development lifecycle and the implications they have for project planning and execution.
  • Understand primary concepts for how technology is architected, designed, secured, tested and deployed.
  • Extensive experience with detailed planning for projects and programs, from the highest level down to the task level.
  • Ability to evaluate available data and provide specific reporting on elements of project and program execution across a wide range of stakeholders.
  • Pre-employment drug testing and FBI criminal background check required.
  • Subject to working in high security areas governed by the US Department of Justice’s “Criminal Justice Information Services (CJIS) Security Policy” and therefore requires successfully passing a more stringent criminal background check.

Responsibilities

  • Perform as primary project manager, requirements tracking and light business process definition on multiple technology projects of varying size as assigned.
  • Accommodate onsite work as project demands dictate.
  • Provide superior customer service through concise and timely communications, strong execution, a caring attitude, and a sense of urgency based upon customer and sponsor project priorities.
  • Work closely with business representatives to ensure that the technical solutions being developed are in line with the business needs and articulated appropriately.
  • Actively work to build knowledge and understanding of business department technology direction, strategy, operations and products/services.
  • Apply basic techniques to capture business process flow using a process flowchart and standard RASCI model templates.
  • Apply analytical and estimation techniques with standard Microsoft tools as needed in order to assemble, propose, and quantify business cases and process improvement costs, if encountered.
  • Proactively seek guidance to assemble figures when guidance is needed.
  • Independently pursue decisions from customer and sponsor as actions are required to advance the project.
  • Apply experience with decision-making processes to prioritize and work with the project customer to bring closure to matters affecting achievement of project scope.
  • Seek timely, efficient, and proactive solutions that support business needs.
  • Accumulate the input of business and IT leads to present relative costs and benefits of potential actions for project leadership to decide the most appropriate path to pursue.
  • Possess ability to work with data to identify patterns & trends for presenting data driven recommendations.
  • Promote and facilitate coordination and cooperation of planning, scheduling and executing among peers.

  • Apply appropriate control artifacts related to cost, risk, schedule, quality, and scope under guidance of the IST Project Management Office.
  • Possess a thorough understanding of software development lifecycle and the implications they have for project planning and execution.
  • Understand primary concepts for how technology is architected, designed, secured, tested and deployed.
  • Perform detailed planning for projects and programs, from the highest level down to the task level.
  • Estimate and forecast effort, cost, impacts, and resource needs with guidance of the IST project lead or project management office as needed and own adjustment of plans during the course of project execution.
  • Evaluate available data and provide specific reporting on elements of project and program execution across a wide range of stakeholders.
  • Manage and track vendor issues to resolution.
  • Assist as needed in definition, informing negotiation points with Purchasing Office contract officer, and conflict resolution within IST, with business customer, and vendors.
  • Utilize Chesterfield County PMO control artifacts for managing project cost, schedule, and resources (human and financial).
  • Monitor project costs closely during execution and apply inquiry and corrective action techniques to control them.
  • Report to the PMO assigned project schedule health using schedule performance index (SPI).
  • Maintain personal mobile technology as a condition of employment.
