About The Position

The City of Phoenix Water Services Department is seeking up to two Senior Project Managers (Capital Program Managers) to oversee Capital Improvement Projects (CIP) within water and wastewater infrastructure systems. This role will manage large-scale municipal utility projects including pipelines (24”–108”), pump stations, reservoirs, sewer systems, lift stations, and related infrastructure. This is a fully onsite position. Candidates must be local at the time of submission, available for in-person interviews within one week of the posting close date, and able to start within two weeks of offer.

Requirements

  • Bachelor’s degree in Engineering
  • Minimum 3 years of Project Management experience

Nice To Haves

  • Bachelor’s degree in Civil Engineering or related field
  • 3+ years of experience in civil engineering, architecture, or related field
  • 3+ years in water/wastewater engineering design, inspection, construction, or PM
  • 2+ years managing consultants and contractors for Capital Improvement Projects
  • Experience with scope development, proposal review, cost modeling, and contract management
  • Knowledge of municipal water infrastructure and construction practices
  • Arizona Professional Engineer (PE) registration preferred

Responsibilities

  • Manage CIP replacement and rehabilitation projects (planning, design, construction phases)
  • Develop project scope, cost estimates, and long-range planning strategies
  • Procure and administer construction contracts
  • Review design plans, specifications, and construction drawings
  • Coordinate with consultants, contractors, operational staff, and City departments
  • Manage consultants and contractor staff
  • Review payment applications and oversee permitting processes
  • Integrate final construction documents into Work & Asset Management systems
