About The Position

Under general direction of the Director of Administrative Services, the Senior Project Manager plans, manages, and implements agency-wide projects in support of Administrative Services. The Senior Project Manager manages the scope, schedule, and budget for assigned projects; develops and implements workplans and tools; leads cross-functional collaboration; and coordinates with departments, consultants, and external partners to achieve project objectives. This role requires a strategic, customer-focused approach to program delivery and change management within a dynamic, matrixed environment. The position is responsible for leading the planning, implementation, and completion of assigned projects and programs in alignment with Administrative Services and agency goals, developing and improving processes, managing project budgets, coordinating across divisions, serving as a resource for other project managers, leading consultant procurement, overseeing workspace planning, conducting assessments, providing leadership for process improvement and change management, and preparing reports for executive audiences.

Requirements

  • Bachelor’s Degree in Business Administration, Public Administration, Urban Planning, Project Management, or a related field.
  • Five years of experience performing project management, implementation, research, analysis, and/or administrative support for planning, public policy, transportation, or related programs; Or an equivalent combination of education and experience.
  • Principles, practices, and techniques of project and program management.
  • Methods and tools for developing, tracking, and reporting project scope, schedule, and budget.
  • Experience managing projects in a matrixed organization and coordinating across multiple divisions or disciplines.
  • Strong analytical, problem-solving, and organizational skills with the ability to manage multiple priorities simultaneously.
  • Skill in contract management, consultant oversight, and procurement processes.
  • Excellent communication skills, including the ability to prepare and present information clearly to executives, stakeholders, and diverse audiences.
  • Ability to establish and maintain effective working relationships with internal and external partners.

Responsibilities

  • Leads the planning, implementation, and completion of assigned projects and programs in alignment with Administrative Services and agency goals.
  • Develops, manages, and continuously improves processes, programs, and tools that support efficient operations of the Administrative Services Division.
  • Manages project budgets, schedules, and resources to ensure projects are delivered on time, within scope, and within budget while maintaining quality.
  • Coordinates across divisions, departments, and external partners to ensure alignment, resolve issues, and support timely decision-making.
  • Serves as a resource of support and guidance for project managers and program leads agency-wide.
  • Leads consultant procurement and contract management activities, including development of scopes of work and oversight of consultant deliverables.
  • Oversees workspace planning and implementation projects that enhance collaboration and employee experience at the core campus and related facilities.
  • Conducts assessments and gap analyses of agency programs and practices to inform recommendations and implementation strategies.
  • Provides leadership for process improvement and change management initiatives within the Administrative Services Division.
  • Prepares and presents reports, summaries, presentations, and briefings for executive audiences.
  • Manages competing priorities and multiple projects simultaneously with a detail-oriented, organized approach.
