The Program Manager serves as the primary point of contact with the client and is responsible for the overall technical direction, leadership, management, quality assurance, and successful execution of all contract requirements. The PM takes a human-centered, data-driven approach to program leadership — using evidence to inform strategic decisions, tailoring services to the needs of the communities and professionals the program serves, and applying iterative planning to respond to evolving agency priorities. The PM leads a cross-functional team spanning research, learning design, evaluation, content development, and knowledge management to ensure delivery of high-quality, trauma-informed, data-driven Training and Technical Assistance (T/TA) services. The PM oversees compliance with performance standards and AQLs, and ensures seamless coordination across all tasks, subcontractors, consultants, and stakeholders. Beyond contract delivery, this role contributes to Bixal's broader Transformation Services practice — shaping how we approach integrated T/TA across our federal portfolio and mentoring staff across disciplines. This is a full-time position contingent on contract award by our client, with a defined performance period of one year with two one-year option periods.
