About The Position

The salary for this position is: $7,537 - $10,050 monthly. Thurston County Public Health and Social Services (PHSS) is recruiting for a Strategic Initiatives Senior Program Manager for our Public Health Foundation Division. As the Strategic Initiatives Senior Program Manager, you will be responsible for driving strategic planning, growth, and partnerships, while improving department programs and driving organizational change. This key executive leadership role drives innovative, equity-centered public health strategies across Thurston County, and will lead foundational initiatives to shape the future of public health practice. In this role, you will champion community-wide collaboration, secure and steward diverse funding sources, and embed equity, innovation, and continuous improvement into programs and policies. Requirements

  • Bachelor’s degree in a field closely related to the specific position. Additional experience may be substituted for education on a year for year basis.
  • Six (6) years of progressively responsible experience related to public program and policy development at a regional level, including experience working with elected officials.
  • Demonstrated competence in the principles and practices of public policy development and administration.
  • Must be able to demonstrate competency in supervising personnel involved in program implementation and in establishing and controlling budgets.
  • Current Washington State Driver’s License or have requested and obtained an appropriate accommodation.
  • Ability to efficiently use a personal computer and applicable software to successfully perform the essential job functions of the position.

Responsibilities

  • Supervision of 3 teams consisting of 9 total team members; teams include Epidemiology, Education & Outreach, and Emergency Preparedness and Response
  • Utilize change management leadership and skills to lead comprehensive community-wide collaborations and programs to identify population health and equity needs and facilitate best practices in improving the social determinants of health for improved outcomes in Thurston County
  • Use proven strategies to address community health needs and utilize the best available evidence to lead change and ensure the department is future focused
  • Participate and become an active member in the department Executive Team
  • Lead the base foundational public health initiatives such as the Community Health Assessment (CHA), Community Health Improvement Plan (CHIP), Strategic Planning, and any accreditation efforts (potential for Public Health Accreditation Board (PHAB) and Project Public Health Ready (PPHR))
  • Participate in research and data exchanges alongside national conference presentations
  • Identify and interpret emerging trends in public health to provide information, analysis, and interpretation to stakeholders and community partners
  • Seek evidence-based research, and review and recommend funding opportunities at the federal, state, local, and private foundation levels to promote existing and new public health programs
  • Develop, oversee, and evaluate grants, budgets, and contracts, in close collaboration with supervisors of teams/units and external partners, with a clear understanding of appropriate use of funds, budgets, and contract cycles
  • Lead the logistical effort of community tabling events
  • Work cross-divisionally and collaboratively on behalf of the 3 teams to develop policies and processes that translate mission and vision into action
  • Embed equity principles and innovation into the culture of department programs, ensuring mechanisms for obtaining feedback and input from persons with diverse backgrounds
  • Evaluate the success and participation rates of current programs to determine their effectiveness
  • Perform other work as required or assigned, including, but not limited to, a 24/7 response during public health emergency situations and disease outbreak investigations
