About The Position

Leidos has an exciting opportunity for a Senior Program Manager in our Intel Sector's Cyber & Analytics Business Area (CABA) in the Annapolis Junction, MD area. Our talented team is at the forefront in Mission Software, Security Engineering, Computer Network Operations (CNO), Offensive Cyber, Artificial Intelligence, Analytical Methods and Modeling, Signals Intelligence (SIGINT), and Cryptographic Key Management. You will lead execution on a large, nationally significant mission-critical Identity, Credential, and Access Management (ICAM) / Identity and access management (IdAM) contract within the SIGINT Solutions Division, providing program management, program security administration, and oversight. As the prime contractor, Leidos will drive performance optimization in achieving mission outcomes through efficient prosecution of the customer’s product backlog and roadmap. What you’ll be doing: Responsible for management of all contract activities that impact Leidos’ ability to meet the Government’s requirements. Allocate and manage program resources, including staffing, facilities, budgets, recruitment and training (direct and indirect) on the contract. Review and present the Integrated Program Baseline (resource loaded schedule) to the Government. Review and approve Estimate to Complete, Contract Data Requirements (CDR) and other financial reports based on contractual requirements. Review risk and risk mitigation activities and report status to the Contracting Officer’s Representative (COR). Prepare program status reviews and other formal reviews to be presented to the Government PM. Communicate issues and solutions to the Government PM. Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor’s contracts staff. Review all financial and technical reports before release to the Government. Ensure cross-discipline integration within the contract to meet Government needs. Oversee financial performance, including Earned Value Management (EVM), Estimates to Complete (ETC), funds and labor reporting, and review/approval of all required financial deliverables. Mentor mid-level and junior staff. What does Leidos need from me? Clearance : Active Top Secret/SCI (TS/SCI) with Polygraph security clearance required. Education : Minimum Bachelor’s Degree from accredited college or university Experience : Fifteen years’ (15) experience as a program or project manager in managing programs and contracts of similar scope, type, and complexity is required. Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required. Certification(s) : Must have a PMP, FAC-P/PM Senior Level, and/ or Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in Program Management. Knowledge : Shall be knowledgeable of the guidelines provided by the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and ICD 801 policies. Understanding of agile software development, enterprise service operations, sustainment, support, and integration, ICAM/IdAM, and Zero Trust. Program Management : Must have demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting. Favorable if you have: Experience with Identity, Credential, and Access Management (ICAM) / Identity and Access Management (IdAM) technologies. Experience supporting intelligence community or high-security mission environments. Master’s Degree from accredited college or university in any field related to support to government contracting, business management, and/or related engineering field (e.g., computer science; cybersecurity). Experience with operations, sustainment, support, and integration of Enterprise services. Experience implementing solutions within cloud-based architectures. Pay Range: Pay Range $154,050.00 - $278,475.00 The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
