This role plans, directs, and coordinates operational aspects of designated projects to ensure that goals or objectives of the program are accomplished within the prescribed time frame and funding parameters by performing the following duties personally or through subordinate supervisors.

Requirements

  • Bachelor’s Degree in engineering or business management discipline, or a related field are required.
  • Fifteen (15) years of relevant program management experience, including responsibility for managing program overall cost, schedule, performance and risk.
  • Experience with Navy or maritime hull, mechanical, and electrical (HM&E) system design, engineering, and operations.
  • Must be able to obtain and maintain a secret clearance.
  • Must be a US Citizen.

Nice To Haves

  • Program Management experience running a large support services contract with subcontractors
  • Experience with government professional services contracting.
  • Project Management Professional (PMP) or DAWIA III in Program Management.

Responsibilities

  • Lead a high-performance team of engineers and analysts to provide engineering, logistics, and technical services to support the design, construction, maintenance, and modernization of Navy ships and submarines.
  • Formulate and implement strategies and plans to deliver exceptional engineering and technical services to achieve mission objectives, considering schedule, financial controls, processes and procedures, staffing requirements, and quality deliverables.
  • Cultivate and apply domain knowledge of Navy ships and systems to advance Fleet modernization, sustainment, and readiness.
  • Direct and coordinate activities of team to assess program performance, identify risks, and develop and implement solutions.
  • Serve as primary point of contact with government program leadership, fostering constant and constructive communications between customer and VTG.
  • Prepare program reports and communicate program status, performance, and risks to customer and leadership.
  • Engage with Government on all issues related to level-of-effort or change in requirements.
  • Participate in regular program management reviews and ensure contractual, financial, and technical progress and staffing issues are properly addressed.
  • Oversee project control to develop estimates, review and approve travel requests, other contract costs, and VTG and subcontractor invoices.
  • Establish and maintain team performance standards, and ensure that positions are filled with fully qualified and properly trained personnel.
  • Assist with strategic growth initiatives by contributing technical insight to business capture and proposal efforts.
  • Manage one or more subordinate supervisors who supervise one or more employees.
  • Provide overall direction, coordination, and evaluation of program tasks or subordinate project/task leads.
  • Carry out supervisory responsibilities in accordance with VTG's policies and standards.
  • Interview, hire, and train employees; plan, assign, and direct work; appraise performance; reward and discipline employees; address complaints and resolve problems.
