About The Position

FWI is building a team to provide business management support services and data analytics for the Defense Health Agency's Armed Services Blood Program Division (ASBPD). As a Senior Program Analyst, you will deliver data-driven analysis, strategic planning support, and executive-level reporting to help ASBPD enhance operational efficiency and manage the military blood supply chain. Position is contingent upon contract award Work Schedule and Location: On-Site: This full-time on-site position will work Monday through Friday, 8am to 5pm at the Defense Health Headquarters in Falls Church, VA

Requirements

  • Bachelor's degree or higher in a business-related field; OR 3+ years of experience as a Business Analyst in lieu of a degree
  • 3+ years of experience as a Senior Program Analyst, Management Analyst, or equivalent analytical role within a DoD, federal, or healthcare environment
  • 3+ years of experience with blood banking, blood regulations, or a related healthcare/life sciences field
  • Strong analytical skills with the ability to interpret complex data sets, identify trends, and translate findings into actionable recommendations
  • Proficiency with data analysis tools, business intelligence platforms, and process modeling software
  • Excellent written and verbal communication skills, including experience preparing executive-level briefings and reports
  • Ability to build and manage stakeholder relationships across diverse organizations
  • Ability to obtain a Public Trust clearance

Nice To Haves

  • Familiarity with the Armed Services Blood Program (ASBP), AABB standards, or FDA blood regulations
  • Experience drafting, negotiating, or managing Memoranda of Agreement (MOAs) or similar interagency agreements
  • Experience with ROI analysis, strategic planning, or business process improvement in a government setting
  • Prior experience working at or supporting the Defense Health Agency (DHA)

Responsibilities

  • Generate and analyze programmatic data within the Enterprise Blood Management System–Donor (EBMS-D), Theater Medical Data Store (TMDS), and other ASBPD data sources
  • Develop monthly operational data reports and ad hoc analysis (e.g., DRRS reports, quota compliance, donor collection reports, MTF inventory status)
  • Support business process improvement and strategic planning aligned with the ASBP Strategic Plan
  • Calculate and report Return on Investment (ROI) using defined methodologies, data sources, and formulas
  • Draft, review, negotiate, and track Memoranda of Agreement (MOAs) with external partners
  • Deliver management presentations, executive summaries, and briefings
  • Prepare ASBPIC meeting reports and provide detailed briefings
  • Filter and present data for leadership decision-making
  • Support records management activities in compliance with NARA regulations
  • Travel may be required both CONUS and OCONUS
