The Senior Manager of Procurement leads the full lifecycle of procurement activities for Empower AI, ensuring compliant, efficient, and cost‑effective acquisition of materials, services, and subcontracted support. This role oversees a team of buyers and subcontract administrators, drives procurement strategy aligned with program and corporate objectives, and ensures the organization maintains full compliance with FAR/DFARS requirements. A critical responsibility is maintaining readiness for Contractor Purchasing System Reviews (CPSR), including continuous process improvement, documentation accuracy, and audit preparedness. Unanet experience is highly desired. Position requires two days a week in Reston, Va. office (Tuesday/Wednesday).

Requirements

  • Bachelor’s degree in Supply Chain, Business, Finance, or related field; Master’s degree preferred.
  • CPSR Certification and audit experience required (or equivalent recognized credential demonstrating CPSR expertise).
  • Minimum 5+ years of procurement or subcontract management experience within a federal government contracting environment.
  • Demonstrated experience preparing for, leading, or supporting CPSR audits, including corrective action planning.
  • Strong working knowledge of FAR, DFARS, DCMA requirements, and government procurement best practices.
  • Proven leadership experience managing procurement teams in a fast‑paced, compliance‑driven environment.
  • Experience with cost/price analysis, negotiation of complex agreements, and supplier performance management.
  • Proficiency with ERP/MRP systems and procurement software (e.g., Unanet or Costpoint).
  • Comfortable working in a lean, collaborative environment and enjoys having broad responsibility and visibility across programs.
  • Excellent communication, analytical, and problem‑solving skills.

Nice To Haves

  • NCMA, CPSM, CPPO, or similar professional certifications.
  • FFATA and CHESS experience
  • Experience supporting DoD, or other major federal agencies.
  • Background in both services and hardware procurement.
  • Experience with small business subcontracting plans and socio‑economic reporting.

Responsibilities

  • Lead, mentor, and develop a team of procurement professionals, ensuring high performance, accountability, and continuous skill development.
  • Establish procurement strategies that support program execution, cost control, and schedule adherence.
  • Partner with Program Management, Finance, Contracts, and Operations to forecast procurement needs and align sourcing strategies with program requirements.
  • Serve as the organizational lead for CPSR compliance; maintain and continuously improve a CPSR‑ready purchasing system.
  • Oversee development, implementation, and enforcement of procurement policies, procedures, and internal controls consistent with FAR, DFARS, and company standards.
  • Conduct and oversee internal audits, file reviews, and corrective action plans to ensure procurement documentation meets CPSR expectations.
  • Coordinate directly with DCMA and other government oversight bodies during audits and system reviews.
  • Manage the full procurement lifecycle, including solicitation, negotiation, cost/price analysis, award, administration, and closeout.
  • Oversee supplier selection, qualification, and performance management, ensuring risk mitigation and compliance with flow‑down requirements.
  • Lead complex negotiations with suppliers and subcontractors to achieve best value and mitigate contractual and performance risks.
  • Ensure timely issuance of purchase orders and subcontracts to support program schedules.
  • Prepare subcontract-related proposal documentation, including price and cost analysis narratives to support CPFF, TM, FFP program types
  • Develop and execute sourcing strategies that optimize cost, quality, delivery, and risk.
  • Build and maintain strong supplier relationships; monitor supplier performance and implement corrective actions when needed.
  • Support make‑versus‑buy analyses and long-term supply chain planning.
  • Work closely with Contracts, Legal, Finance, HR and Program teams to ensure alignment on procurement strategies and compliance requirements.
  • Provide procurement expertise during proposal development, including BOE creation, cost estimating, and sourcing strategies.
