About The Position

We are seeking a highly skilled and autonomous Senior Procurement Analyst to provide comprehensive contracting support services to the Mission Support Contracting (MSC) office. In this pivotal role, you will act as the primary on-site contracting expert, managing a diverse portfolio of procurement activities. This position is ideal for a proactive professional who thrives in a dynamic environment, offering the opportunity to handle everything from complex architectural-engineering (A&E) and construction acquisitions to daily contract administration and compliance

Requirements

  • Demonstrated, senior-level experience in Government contracting, specifically with construction (MILCON) and architectural-engineering (A&E) acquisitions.
  • Deep, working knowledge of the Federal Acquisition Regulation (FAR) and DoD supplements.
  • Prior experience working with Government contracting systems, specifically Paperless Contract Files (PCF) and the Procurement Integrated Enterprise Environment (PIEE).
  • Exceptional written and verbal communication skills, with the ability to manage multiple overlapping project deadlines independently.
  • Must be willing to comply with OSHA safety regulations for occasional site visits, which may include wearing steel-toed boots, hard hats, and reflective gear (PPE provided by the company).
  • Must be able to obtain and maintain a T1 (NACI) Background Investigation and Common Access Card (CAC).

Nice To Haves

  • Degree in a Business-related discipline.
  • Defense Acquisition Workforce Improvement Act (DAWIA) Certification in Contracting (or FAC-C equivalent).
  • Experience with the Army Contract Writing System (ACWS

Responsibilities

  • Perform deep-dive market research, analyze market trends, and identify potential SB/SDB/WOSB/HUBZone vendors.
  • Review, edit, and revise Statements of Work (SOW), Performance Work Statements (PWS), and Statements of Objectives (SOO) within a strict 3-day turnaround.
  • Develop evaluation criteria for source selections and draft bid schedules for Government approval.
  • Manage a portfolio of active contracts (including complex architectural-engineering, construction, and cost-reimbursement contracts).
  • Track contractor performance, review complex monthly invoices for accuracy, and maintain detailed tracking spreadsheets for each order.
  • Analyze contractor change order proposals, assess price/cost elements, and prepare modification documentation.
  • Execute cradle-to-grave contract closeouts, obtaining final payment info from DFAS and routing through PIEE and PCF.
  • Proofread and edit outgoing correspondence and requirement documents for grammar and formatting within 24 hours of receipt.
  • Flag and notify the Contracting Officer of any controversial matters or disputes within 24 hours.
  • Maintain impeccably organized Paperless Contract Files (PCF) and generate weekly acquisition progress reports.
