About The Position

The Senior Patriot Program Quality Lead (PQL) in Land and Air Defense Systems (LADS), will assist US and/or foreign programs within the portfolio and work as an On-Site employee at Letterkenny Army Depot (LEAD). This role supports Missile and BMC4I Product line. Responsibilities include promoting and executing with a meaningful strong mindset, practices, knowledge sharing, and collaboration. This individual will assist in implementation of Mission Area strategic quality improvements across contracts. This Individual should have a strong quality mindset, proficient communication skills and the ability to lead teams and collaborate across multiple functions to support all Patriot programs. This role will work to ensure the effective implementation of Quality and Mission Assurance requirements of the programs, and interface with US Government Customers, Foreign Customers, Suppliers and our internal Raytheon Quality team. The Patriot portfolio includes contracts in all RTX Lifecycle Program Management (RLPM) phases, including design and development, production, and sustainment. This is an Onsite role at Letterkenny Army Depot in Chambersburg, PA

Requirements

  • Typically requires a Bachelor’s Degree and a minimum of ten (10) years of engineering experience.
  • Working experience with ISO 9001 and/or AS9100 Quality Management Systems.
  • Working experience with performance to cost, schedule, and technical performance including Cost Accounting Methodologies (Earned Value).
  • Working experience in providing technical program assistance for manufacturing and/or design processes.
  • The ability to obtain and maintain a U.S. security clearance.
  • U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.

Nice To Haves

  • Six Sigma, Lean, CORE, or American Society for Quality (ASQ) Certification.
  • Active U.S. security clearance.
  • Earned Value Management System (EVMS) certification.
  • Experience with Integrated Product Development System (IPDS) or similar gate management processes.
  • Experience in other functional areas such as engineering, supplier engineering, or operations.
  • Experience establishing cost estimates and Basis of Estimates (BOEs).
  • Experienced user of verbal and written communication and networking skills to work with upper management and customers.
  • Hands-on experience in solving both business and technical problems.
  • Experienced team player who achieves goals and strives for continuous improvement.
  • Experienced leader who can demonstrate presence and influence.
  • Experienced in contract flow and compliance.

Responsibilities

  • Interface with the program quality teams, programs, customers, and Integrated Product Teams (IPTs), aiding technical quality and financial performance, and compliance to Raytheon procedures and contractual requirements.
  • Prepare hardware for sell off and present hardware to Customer.
  • Closely interface with external and internal customers and key partners to establish effective relationships.
  • Must have the ability to manage and impact across multiple levels of stakeholders, as it is vital to the success of this role.
  • Responsible for; Quality of delivered products and services to our customers, stakeholders of quality risks, uncertainties and opportunities, key team members in resolution of customer expectations and relationships related to Mission Assurance and Quality.
  • Developing and implementing strategic and tactical Mission Assurance plans that will closely affect the programs’ implementation and influence.
  • Improving processes or systems using significant conceptualization, reasoning, and interpretation skills.
  • Problems and issues faced are numerous and undefined, and information is typically difficult to obtain.
  • Assuring inclusion of quality requirements, planning, and consistency for program proposals and subsequent management of the quality budget.
  • Monitor / oversee root cause corrective action (RCCA) and FRACAS activities for systemic issues and to ensure extensive RCCA.
  • Generation of new Cost of Quality (CoQ) projects to reduce costs on the program.
  • Implement APQP as applicable.
