About The Position

Manages the Authority's policy and strategy regarding transit-supportive development. Leads efforts to build and adopt an agency-wide approach toward transit-supportive development and transit friendly communities, including establishing a clear vision and policy priorities to be adopted by CTA departments, driving efforts to determine prioritization of new planning and programmatic efforts, and serving as a dedicated liaison between interested parties in the real estate and community development field. Interfaces with regional agencies and local government entities on project coordination, funding, infrastructure, and transit and development research issues. Coordinates and assists Agency staff in developing strategic initiatives and long-range development plans to support development near transit.

Requirements

  • Bachelor’s Degree in Transportation, Urban Planning, Civil Engineering, Business or a related field, plus five (5) years of experience in real estate development, community development, transportation planning, operations, and/or policy analysis, or an equivalent combination of education and experience relating to this position.
  • Working knowledge of urban planning fundamentals, including economic development and transportation.
  • Working knowledge of federal, state, and local laws and regulations relating to area of work.
  • Working knowledge of data and information sources relevant to development and transportation planning.
  • Working knowledge of the methods and principles in the practical application of modeling methods to problem-solving.
  • Strong analytic, quantitative, and evaluation skills.
  • Strong project management skills and ability to execute from start to finish.
  • Strong written and oral communication skills.
  • Strong presentation skills.

Responsibilities

  • Oversees the development of the Authority's immediate and long-range strategy in coordination with other transit boards promoting transit-supportive development, including activities directly conducted by CTA and support for other external development and activation near CTA facilities and services.
  • Guides the development and/or amendment of CTA policies and programs encouraging transit-supportive development.
  • Provides oversight of planning and market analyses identifying opportunities for development for CTA and strategies to encourage third-party development and activation near transit.
  • Leads efforts to evaluate long term revenue potential for CTA in promoting development near its facilities and identify appropriate models for promoting development, managing risk, engaging community stakeholders and achieving shared outcomes.
  • Coordinates with regional transportation and planning organizations as well as external experts to help inform transit-supportive development strategies.
  • Manages related consulting contracts.
  • Coordinates with Agency staff, staff at Metra and Pace, and the forthcoming Northern Illinois Transit Authority (NITA) in implementing various activities related to transit-oriented development, including but not limited to:
  • Infrastructure led processes to promote development on CTA land acquired for temporary use under major capital construction projects and secure tenants for concession spaces at CTA facilities.
  • Regional plans and joint development and transit-supportive development with other Service Boards and regional oversight bodies.
  • Coordinating operations and activities of Planning staff by assigning and prioritizing work and monitoring work progress.
  • Assigns or delegates responsibility for specific projects or functional activities to section personnel.
  • Establishes working relationships with other governmental agencies (e.g. Chicago Department of Planning and Development (DPD), Chicago Department of Transportation (CDOT), NITA, etc.) external non-governmental stakeholders (e.g. real estate developers, Elevated Chicago, Transportation Equity Network (TEN), etc.) and the other service boards. Convenes and participates in coordination with other agency and stakeholders’ initiatives.
  • Integrates information from market research studies, area and corridor level plans, resource planning, asset management and strategic initiatives into overall CTA plans and policy recommendations. Coordinates the synthesizing of industry knowledge and research findings to support applications in initiatives such as targeted facility improvements, community technical assistance and capacity building resources, and long-range corridor studies.
  • Reviews, approves and/or evaluates scoping studies, RFP’s, and LIQ’s for projects that require consulting or other professional services.
  • Hires, trains, develops, monitors, and evaluates staff. Reviews and recommends personnel actions for approval. Evaluates the performance of department staff to provide opportunity for enhancing their career development and to ensure adherence to Authority’s programs and policies.
  • Performs related duties as assigned.
