About The Position

STR is seeking an experienced and highly motivated Senior Manager of Procurement to lead our Federal procurement function within a dynamic and growing Contracts team. This is a strategic leadership role, responsible for overseeing the full procurement lifecycle, ensuring compliance with Federal Acquisition Regulations (FAR/DFARS), and driving process improvements to support STR’s mission. The ideal candidate will bring deep expertise in Federal procurement, exceptional leadership skills, and a commitment to operational excellence. What you will do: Provide strategic leadership and oversight for all procurement activities, from planning through closeout, in accordance with company policies, FAR, DFARS, and agency-specific regulations Develop and negotiate strategic reseller, distributor, and OEM agreements that leverage STR’s purchasing power, secure quantity discounts, and support long‑term sourcing strategies Lead, mentor, and develop a high-performing procurement team, fostering a culture of collaboration, accountability, and continuous improvement Oversee supplier qualification, market research, and source selection processes to ensure best value and compliance with regulatory requirements Direct complex negotiations with suppliers and subcontractors, ensuring favorable terms and risk mitigation for STR Proactively identify and mitigate sourcing and supply chain risks to ensure business continuity Evaluate supplier proposals and quotes for price/cost reasonableness and compliance with contract requirements Serve as the primary point of contact for internal stakeholders and executive leadership on procurement matters, providing expert guidance and timely communication Develop and implement scalable procurement processes, tools, and best practices to optimize efficiency and support organizational growth Ensure timely and accurate responses to inquiries regarding order status, changes, cancellations, and returns Lead or participate in special projects, including process improvement initiatives and system implementations Monitor and report on key procurement metrics, identifying trends and recommending corrective actions as needed Maintain up-to-date knowledge of relevant federal regulations and industry trends, ensuring STR’s procurement practices remain compliant and competitive Who you are: Active Secret or Top Secret security clearance, for which U.S. citizenship is needed by U.S. Government 5-7+ years of relevant work experience depending on degree (BS +7 years or MS +5 years) Relevant certifications (e.g., CPCM, CFCM) preferred Experience in Federal procurement, purchasing, or contracting, with at least 3 years in a management or leadership role Demonstrated expertise in the application of FAR, DFARS, and agency-specific regulations Proven track record of successful negotiations and supplier management in a defense contracting environment Strong analytical, business judgment, and problem-solving skills Excellent interpersonal and communication skills, with the ability to interact effectively with all levels of the organization and external partners Experience leading process improvement initiatives and implementing procurement best practices. Requirements

  • Active Secret or Top Secret security clearance, for which U.S. citizenship is needed by U.S. Government
  • 5-7+ years of relevant work experience depending on degree (BS +7 years or MS +5 years)
  • Experience in Federal procurement, purchasing, or contracting, with at least 3 years in a management or leadership role
  • Demonstrated expertise in the application of FAR, DFARS, and agency-specific regulations
  • Proven track record of successful negotiations and supplier management in a defense contracting environment
  • Strong analytical, business judgment, and problem-solving skills
  • Excellent interpersonal and communication skills, with the ability to interact effectively with all levels of the organization and external partners
  • Experience leading process improvement initiatives and implementing procurement best practices
