About The Position

Senior-level contractor support with specialized experience in recruitment, classification, and HR policy review. The contractor shall provide senior-level Human Resources Specialist support services to assist DER in managing executive personnel operations and maintaining compliance with Departmental and Office of Personnel Management (OPM) requirements. The contractor shall provide consultative and operational support in the following functional areas: Recruitment and Staffing Support • Provide advisory services on executive recruitment and staffing actions for SES, and SL positions. • Assist with vacancy announcement development, qualification requirements, and staffing strategy recommendations. • Support minimum qualifications reviews and documentation quality control. • Track executive staffing milestones to support internal time-to-hire goals. • Prepare staffing status reports and surge workload metrics. Classification and Position Management • Assist in reviewing executive position descriptions for classification sufficiency and alignment with SES/SL requirements. • Support allocation utilization tracking and position management reviews. • Analyze organizational changes impacting executive positions and provide HR advisory support. HR Policy and Program Review • Assist DER leadership in creating QRB readiness tools for agencies and selectees to prepare for the new structured interview process at OPM. • Draft or revise standard operating procedures, checklists, templates, and workflow documentation. • Recommend process improvements to strengthen compliance, efficiency, and recordkeeping.

Requirements

  • The contractor shall demonstrate specialized experience in: Providing consultative services in recruitment and classification programs and assisting in reviewing the impact of new or proposed policies affecting Human Resources programs
