About The Position

Reporting to and working with the Director of Human Resources / HR Business Partner, the Senior Human Resources Analyst serves as a key resource on all staff personnel, and payroll matters, providing analysis, guidance, and policy interpretation for non-academic student positions, career, contract and limited staff at The Samueli School of Engineering. Serves as a key resource for all aspects of staff and non-academic student employment; including recruitment. Serves as a UC Path initiator and approver for all staff employee actions, and a UCPATH Point of Contact for the school in these areas. The incumbent ensures conformance with staff employee policies and procedures as well as collective bargaining agreements. Provides a full and wide range of HR-related issues, including strategies, consultation and transactions related to recruitment and compensation, leave administration, performance management systems, changes in position, pay, and classifications. Responsibilities include planning, analysis and organizational assessment relating to all levels of Human Resources administration such as workers compensation and disability, management of FMLA and other leaves of absences, contract and policy interpretation, legal requirements, employee and labor relations, pre-employment and onboarding, compensation practices, and classification analysis. The incumbent will also engage in ad-hoc projects as needed to enhance and streamline departmental payroll and HR processes. Uses professional HR concepts as a seasoned, experienced professional to apply organization policies and procedures to resolve the full range of HR-related issues. Works on problems that are diverse and complex in scope, where analysis of situations require a review of a variety of factors. Normally receives little instruction on day-to-day assignments with some guidance provided on new projects.

Requirements

  • Possess strong analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
  • Thorough knowledge of organizational policies and procedures, knowledge of functional area and understands how work may affect other areas.
  • Thorough knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training and other areas of human resources with skill and experience explaining information to management and staff in areas including but not limited to Leaves, Disability, Bargaining Unit MOUs
  • Strong organizational skills, including keen eye and attention to detail and ability to adjust to changing priorities and tight deadlines
  • Knowledge of a human resources management system (HRMS), and / or other related business software programs and systems.
  • Skilled in communicating clearly and effectively verbally and in writing.
  • Demonstrated ability to handle very difficult or volatile situations / individuals effectively.
  • Demonstrated analytical, active listening, and critical thinking skills. Strong ability to conduct analysis and develop recommendations, demonstrating organization, trouble shooting and problem-solving skills.
  • Experience working in a complex organization, preferably an academic environment
  • Demonstrated ability to maintain discretion and privacy with sensitive and confidential information.
  • Ability to provide guidance on job descriptions and the classification process to staff. Ability to help draft JD from conceptual information to practical documents
  • Working knowledge of timekeeping and payroll policies and procedures.
  • Ability to work independently and exercise initiative, discretion and good judgment, and follow through on assignments with minimal direction.
  • Demonstrated ability and thorough knowledge of the University of California's human resources information system.
  • Comprehensive knowledge of UC Staff Personnel policies and procedures. General knowledge of UC collective bargaining agreements.
  • Possess effective customer service skills and continuously meet and or exceed the needs of clients and co workers. Demonstrated interpersonal skills to develop and maintain effective relationships and interact and collaborate with internal and external stakeholders across the school and campus at various levels
  • Experience working in an academic/university environment and interfacing with areas of UCPath, Human Resources Campus Onboarding, ICIMs, and JDX.
  • Ability to work both independently and in a team-oriented structure with collaboration. Advanced skills in usage of Windows, Excel, Word, and Outlook.
  • Thorough knowledge of recruitment strategies and best practices
  • Bachelor's degree in related area and / or equivalent experience / training
  • 3-5 yearsProgressive HR Generalist or similar experience, with an emphasis on client or customer service.
  • 3-5 yearsCurrent or prior experience working in an HR Generalist position in a University setting.
  • 3-5 yearsPerforming initiator task in UCPATH
  • Must be able to provide proof of work authorization
