About The Position

The Sr. Human Resources & Administrative Manager is responsible for providing professional HR-related services and administrative support to the Zhone Vietnam business unit. Supporting operations and staff in accordance with Zhone internal strategy/policy and in compliance with Vietnam local labor laws. This position supports Corporate HR’s initiatives and identifies opportunities to develop HR process and procedure that could be applied for Vietnam or adapted into global efficiencies Zhone-wide.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or a related field; or equivalent combination of education and relevant work experience.
  • 3+ years of experience as an HR Manager with full responsibility for Human Resources administration at the country business unit level, overseeing end-to-end HR functions.
  • 5+ years of experience serving as a Human Resources subject matter expert, providing strategic guidance and operational support across key HR functions.
  • Fluency in written and spoken English required.
  • Strong customer service, interpersonal, communication and organizational skills.
  • Ability to facilitate change, persuade and negotiate to reach acceptable compromise/solutions among all levels in the organization.
  • Extensive working knowledge of Vietnam’s employment laws and regulations.
  • Demonstrated understanding of HR technical areas, such as compensation and benefits, employment, job evaluation, salary administration, performance management and personnel development.
  • Experience leveraging HR metrics for data analysis and reporting.
  • Proficiency in HR information systems (HRIS).
  • Strong analytical and problem-solving skills.
  • Ability to maintain confidentiality, handle sensitive information and exhibit high ethical standards and sound judgement.

Responsibilities

  • Manage talent acquisition including recruitment, sourcing candidates, conducting interviews, and new hire onboarding.
  • Provide continuous support to employees throughout the entire employee lifecycle, with a customer service focus.
  • Manage employee relations, addressing employee concerns, investigating complaints, mediating disputes, and providing guidance on workplace issues.
  • Ensure that job descriptions are developed and stored for new positions and reviewed/revised for ongoing positions as required.
  • Provide coaching and training to supervisors as necessary in all aspects of the HR function, including salary?and benefits administration, recruitment and hiring processes, employee relations, etc.
  • Ensure that all HR practices and operations within the business unit fully comply with statutory requirements under Vietnam’s Labor Law and related regulations. Including HR policy development and implementation.
  • Participate in the development of corporate HR plans across key areas such as compensation, benefits, health and safety, and performance management.
  • Collaborate with local leadership and department heads to implement corporate policies, procedures, and programs within the business unit.
  • Oversee regional performance management process, facilitating performance reviews, developing performance improvement plans, and coaching managers on performance management practice.
  • Oversee regional compensation and benefits, benefits plans, coordinating information with, and ensuring compliance with compensation regulations.
  • Assist in creating and driving effective and positive employee relations, retention and reward programs.
  • Manage HR records/systems ensuring regular updates as needed to reflect accurate employee data, support operational efficiency, and comply with internal policies and legal requirements.
  • Oversee all HR initiatives, systems and services and propose to corporate HR for evaluation and application as necessary.
  • Engage with external stakeholders as it relates to HR matters (ex. HR managed services, benefit brokers, government agencies, external counsel, etc.), escalating complex issues to HR leadership as needed.
  • Report to senior management by analyzing workforce data and leveraging key HR metrics to support strategic decision-making.
  • Oversee day-to-day office operations to ensure smooth functioning.
  • Maintain office supplies inventory and place orders as needed.
  • Organize and maintain filing systems (physical and digital).
  • Manage office layout and organization of workspaces.
  • Ensure cleanliness, maintenance, and safety of the office environment.
  • Assist with onboarding of new employees (desk setup, access, welcome kits).
  • Coordinate staff events, meetings, and internal communications.
  • Manage relationships with external vendors (cleaning, security, catering, etc.).
  • Coordinate facility maintenance, repairs, and equipment servicing.
  • Ensure proper functioning of office systems (printers, Wi-Fi, security access).
  • Oversee lease agreements and office space management if applicable.
  • Liaise with IT support for equipment setup and troubleshooting.
  • Provide support with additional office administrative tasks and duties as needed to ensure smooth daily office operations.
