About The Position

The City is seeking an experienced Senior Human Resources Business Partner to serve as a trusted advisor to department leadership and employees. The Senior Human Resources Business Partner plays a critical role in supporting organizational effectiveness by providing guidance on complex employee relations matters, workplace investigations, performance management, workforce planning, and the interpretation and application of Human Resources policies and employment laws. The ideal candidate brings strong expertise in employee relations, investigations, and HR policy interpretation, along with the ability to navigate complex workplace situations with sound judgment and professionalism. Experience working in a public sector environment and familiarity with Workday HCM, particularly performance management processes, is preferred. Candidates should meet the minimum qualifications to be considered for this position. These qualifications include five (5) years of relevant Human Resources experience, a bachelor’s degree in Human Resources or a related field (or an equivalent combination of education and experience), and the ability to obtain a recognized Human Resources certification (PHR, SPHR, SHRM-CP, or SHRM-SCP) within one year of hire.

  • Strong knowledge of all elements of the human resources field. Knowledge must include federal and state laws regarding employment issues with a strong background in employee relations.
  • Strong knowledge of conflict resolution, consensus building, and persuasive techniques.
  • Solid knowledge of DOT, federal and state laws regarding CDL requirements and drug and alcohol testing.
  • Strong knowledge of training practices and techniques.
  • Strong knowledge in the development and implementation of policies and procedures.
  • Strong knowledge of and experience in conducting highly sensitive workplace investigations.
  • Ability to analyze complex issues and develop recommendations that affect a wide scope of areas.
  • Excellent customer service skills.
  • Excellent attention to detail and organizational skills.
  • Strong computer skills including ability to manage and maintain an employee performance management system, and create presentations, documents and spreadsheets.
  • Ability to track trends and changes in field of expertise, anticipate changes, and create solutions for the organization.
  • Ability to consider and assess the potential short-term and long-term impact of decisions.
  • Ability to effectively present and communicate information, both verbally and in writing, to a variety of audiences to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.
  • Ability to work independently and exercise appropriate independent judgment and decision making within assigned scope of authority.
  • Travels to and attends team and organizational meetings, training, events and activities and appropriately and professionally represents the department.
  • A valid Colorado driver’s license and acceptable driving record.
  • Must obtain and maintain a Criminal Justice Information Services (CJIS) Certification.
  • Must pass a criminal background check and a driving record check, if required by the position

Nice To Haves

  • Experience working in a public sector environment and familiarity with Workday HCM, particularly performance management processes, is preferred.
  • PHR, SPHR, SHRM-CP or SHRM-SCP.
  • Related Five (5) years of progressively responsible experience in Human Resources, including significant experience as a Human Resources Business Partner or Senior HR Generalist.
  • Demonstrated experience managing complex employee relations issues, workplace investigations, and organizational initiatives.
  • Government Experience
  • Experience with Workday HCM preferred

Responsibilities

  • Acts as a senior human resources advisor to department leadership and employees; providing consultation on employee relations and performance, organizational effectiveness, workforce planning, and employee engagement.
  • Supports leadership in applying human resources strategies, policies, and programs to operational and long-term organizational objectives.
  • Supports initiatives that promote a culture of accountability, collaboration, transparency, and employee development across the organization.
  • Advises managers on complex personnel matters while balancing organizational priorities, employee experience, and risk mitigation.
  • Handles highly sensitive and complex employee relations issues, including conflict resolution, disciplinary actions, performance management, workplace complaints, grievances, and reasonable accommodation requests.
  • Conducts thorough, impartial investigations into alleged violations of workplace policies, ethical standards, and employment laws, preparing formal reports and recommendations for Human Resources leadership and managers.
  • Advises managers on appropriate corrective actions, documentation standards, and risk mitigation strategies.
  • Partners with Legal and Human Resources leadership on employment claims, litigation support, and unemployment hearings.
  • Provides coaching and guidance to managers on goal setting, documentation, performance feedback and performance improvement strategies.
  • Serves as a subject matter expert for the City’s performance management framework and Workday performance processes; ensuring consistent and effective application across departments.
  • Develops training materials and job aids, and delivers training to managers and employees on system use and performance processes.
  • Works to strengthen managerial capability in performance evaluation, coaching, and employee development.
  • Provides expert guidance on the interpretation and application of human resources policies, personnel rules, and employment legislation.
  • Researches emerging employment laws and regulatory changes and leads policy updates to ensure organizational compliance.
  • Supports and administers specialized compliance programs, including Department of Transportation (DOT) drug and alcohol testing requirements when applicable.
  • Develops and delivers compliance training related to employment law, workplace investigations, reasonable suspicion protocols, and regulatory standards.
  • Analyzes workforce data, including retention trends, exit interview feedback, employee survey results, hiring and turnover metrics, employee relations trends, leave utilization, and performance data to identify patterns impacting organizational health.
  • Partners with the Human Resources and Organizational Development leadership to research issues and recommend data-informed solutions that support organizational effectiveness.
  • Collaborates with Organizational Development to support initiatives that strengthen employee development, leadership capacity, and organizational culture.
  • Presents or assists with employee training in assigned areas.
  • Manages projects and supports a variety of HR initiatives and programs that have organization wide impact.
  • Provides support for leave and absence management functions as needed.
  • Coaches or mentors HR staff and contributes to the development of HR best practices across the organization.
  • Articulates and embodies the core values and competencies of the overall organization and those of the Human Resources department.
  • Demonstrates professional judgment, initiative, and customer-focused service within assigned authority.
  • Represents the Human Resources department in cross-functional meetings, committees, and organizational initiatives.
  • Other duties as required.
