About The Position

Clatsop Behavioral Healthcare has an immediate opening for a full time Senior Housing Program Manager. This position provides leadership, administrative, and programmatic oversight of permanent supportive housing programs of varying size and scope. This role requires a strong commitment to developing and delivering high-quality housing services for individuals experiencing homelessness, mental health challenges, and co-occurring disorders. This position supports the Housing and Residential Program Director in establishing housing priorities, objectives, and operational goals, while ensuring consistent oversight of contracts, reporting requirements, and regulatory compliance. The Senior Housing Program Manager supervises and supports the Housing Program Manager and is responsible for oversight of daily program operations, staff supervision, training, and ongoing staff support. Additionally, this position takes an active leadership role in the development and implementation of housing policies and procedures. The Senior Housing Program Manager collaborates closely with federal, state, and local partners, including Oregon Housing and Community Services, Clatsop Community Action, Northern Oregon Housing Association, Columbia Pacific CCO, and housing property managers, to ensure the overall effectiveness, stability, and sustainability of CBH housing programs. This role is responsible for ensuring all housing programs deliver person-centered, trauma-informed services that support program participants in obtaining and maintaining stable housing. The Senior Housing Program Manager works collaboratively with clinical, management, and executive leadership teams to align housing services with organizational goals and best practices.

Requirements

  • Meet the requirements for Qualified Mental Health Associate (QMHA) in the State of Oregon.
  • Three years of experience in program management preferred.
  • Administrative responsibilities to include management of daily operations, service provision, and policy development.
  • Experience communicating program planning objectives, and outcomes to internal and exterior stakeholders.
  • Required knowledge of Housing and Urban Development (HUD) guidelines, programs, procurements, and regulatory requirements.
  • Knowledge of Continuum of Housing Programs (TH, RRH, PSH) including function Balance of State COC in supporting programs.
  • Knowledge and ability to learn about Medicaid, Oregon Health Authority (OHA)/Oregon Housing and Community Services (OHCS), SAMHSA, and related State and Federal health care regulations to include Oregon Administrative Rules (OARs) and statutes.
  • Excellent oral and written communication skills.
  • Strong attention to detail, highly organized.
  • Knowledge of the Health Insurance Portability and Accountability Act (HIPAA) and the importance of maintaining confidentiality.
  • Must be able to pass a criminal background check.
  • Required to have and maintain an Oregon or Washington Driver’s license and meet the agency’s insurance standards.

Nice To Haves

  • Master’s degree in human services related field preferred.
  • Knowledge of treatment of mental health and substance use disorders preferred.

Responsibilities

  • Provide management and oversight of housing programs of varying size and scope serving residents with complex needs, including mental health and substance use disorders.
  • Develop, implement, and ensure staff compliance with CBH housing policies and procedures in alignment with federal, state, and local program requirements.
  • Provide direct supervision to the Housing Program Manager and serve as back-up supervisor to housing staff as needed.
  • Ensure all program staff clearly understand their roles and responsibilities and have the tools and support necessary to effectively perform their duties as outlined in their job descriptions.
  • Ensure all staff receive appropriate training and identify ongoing professional development and training needs.
  • Track, implement, and report required housing outcomes, data, and performance measures.
  • Participate in the after-hours administrative on-call rotation as assigned.
  • Establish and maintain positive, collaborative working relationships with county, state, and community service providers; attend community meetings as needed.
  • Contribute actively to improve agency operations and lead with solutions/problem solving.
  • Ensure client confidentiality is maintained and adheres to all ethical and professional standards.
  • Oversee facility needs, including addressing facility concerns, managing purchase orders, tracking expenses, gathering receipts, and maintaining accurate financial logs.
  • Provide periodic coverage for other Housing and Residential Leadership team members for planned outings/vacations.
  • Other duties as assigned.
