About The Position

The Senior Healthcare Data Analyst will work within the Division of Data Services & Analytics (DDSA) Bureau of Product and Process Management (BPPM) to provide data and business analysis support to advance the bureau’s goals and mission. This hybrid role requires both strong analytical mindset and excellent communication abilities, particularly in writing. The ideal candidate will be responsible for creating comprehensive documentation and artifacts that support the development and utilization of data assets. This role will require collaboration with cross-functional teams to ensure both business and technical needs are effectively captured and translated into actionable insights and solutions. The NYS Department of Health’s Division of Data Services and Analytics (DDSA) is a forward thinking, leading edge, technology driven enterprise tasked with supporting the data needs of the NYS Medicaid program, whose mission is to transform the way that Medicaid data is organized, understood, and leveraged. DDSA's goal is to enhance data driven policy agendas and program improvement efforts that span the Medicaid enterprise. The ideal candidate will have strong organizational and communication skills especially in crafting clear and concise materials. The candidate should be able to take on new tasks and subject areas, willing to work in a team environment, and able to adjust to multiple priorities successfully. Comprehensive on-the-job training and peer/supervisory support will be provided Onboarding support, a formal training program and ongoing supervisory and coaching support will be available to ensure the candidate can succeed with proper attitude and effort.

Requirements

  • 5 years of SAS, SQL, Tableau, Python, R, or equivalent analytical/programming software experience
  • Proficient in MS Word, PowerPoint, Visio, & Excel

Nice To Haves

  • Experience with administering third-party tools and enterprise utilities required; experience with SQL, Python, R, Tableau, or other programming and visualization languages preferred.
  • Understanding of user administration principles and basic identity management preferred.
  • Database architecture and data management experience preferred.
  • Experience developing both business and technical documentation.
  • Ability to translate technical specifications and communicate in clear manner to broad audience.
  • Work independently and collaboratively in a team environment to move projects forward.
  • Exceptional verbal, written, and time-management skills.
  • Proficiency in Microsoft Office, specifically Outlook, Excel, Word. Experience with SharePoint, Teams, PowerPoint, and Visio preferred.

Responsibilities

  • Develop key project documentation including project charters, solution design documents, release plans, product manuals, data dictionaries and ad-hoc reports as needed.
  • Schedule, coordinate, and at times facilitate project and stakeholder meetings; document clear, comprehensive meeting minutes and action items.
  • Elicit, analyze and document business and technical requirements through interviews, workshops, review of existing materials and research.
  • Gathers and validates requirements for eligibility systems and works with information technology staff to implement business requirements into health insurance systems; reviews system change requests to ensure systems work correctly. Draft reports, policies, and procedures for internal and external review and distribution; responds to routine information requests from providers, insurance plans, and other groups. Draft ad-hoc reports, analyses and dashboards to support operational and strategic decision making.
  • Contribute to process improvements by identifying opportunities to streamline documentation, workflows and optimizing outputs.
  • Create and maintain business rules and data lineage documentation for new and existing data assets.
  • Support quality assurance efforts and the testing of new data assets.
  • Resource Documentation Management and SharePoint support.
  • Maintain documentation on project needs and requests.
  • Monitor data requests to ensure they are moving through the proper process.
  • Prepare materials for meetings either in-person or virtually.
