About The Position

The GIS Analyst works with the GIS Program Manager to design and create GIS products while providing support to GIS users of all levels within the tribal administration.

Requirements

  • Experience designing data collection protocols and developing data collection applications.

  • Experience with ArcGIS Online/Enterprise administration and development
  • Experience creating high quality maps based on sound cartography principles and aesthetics.

  • Extensive skill in the use of GIS software, particularly ESRI as well as proficiency in programming languages such at Python and Arcade as well as other languages such as SQL, HTML5, CSS, Java, JavaScript.
  • Experience in the use of personal productivity software including Microsoft Office.
  • Bachelor’s Degree in Geography, GIS, Natural Resources, Planning or a related field
  • Successful completion of a GIS Certification Program from an accredited university.
  • A combination of education and experience may be considered as a substitute for degree requirement.
  • Minimum 6 years’ experience with GIS analysis, data management, and cartography
  • GIS Certification from an accredited university
  • Must be able to pass a thorough pre-employment background investigation.
  • Must agree to be subject to the Tribe's Controlled Substance and Alcohol Testing Policy to include pre-employment screening.

Responsibilities

  • Perform complex GIS data manipulation, analysis, extraction, and generation.
  • Create, collect, manage and distribute spatial data.
  • Compile and organize GIS data from maps, databases and other sources.
  • Performs analysis of spatial data and generates reports based on the results.
  • Design, build and customize mobile GIS data collection applications.
  • Automate GIS data processing tasks.
  • Develop and maintain online mapping applications and databases.
  • Communicate with internal and external GIS and data users.
  • Design and create high quality maps.
  • Directly provide training and support for GIS users.
  • Troubleshooting GIS applications, GPS and data collection tools.
  • Field data collection.
  • Assist with ad hoc GIS support, including but not limited to: helping develop reproducible methodologies, using GIS software and programming languages that can be utilized by Ancestral Forest staff for assessments, resource allocation, planning support, and wildland fire prevention practices.
  • Perform complex geoprocessing tasks, including data conversion, spatial analysis, and data integration.
  • Lead development and deployment of products and services for clients using the online capabilities of ArcGIS, particularly ArcGIS Online, ArcGIS Solutions, and Web Apps.
  • Develop, test, and maintain GIS applications, scripts, and tools using programming languages such as Python, SQL, and JavaScript.
  • Serve as SME (Subject Matter Expert) in GIS, databases, data management, data science, programming, and data collection. Collaborate with project teams, contributing to technical solutions, documentation, and knowledge sharing. Assist with production tasks performed by other program and GIS staff on a project-specific basis.
  • Provide backup management of agency authoritative GIS datasets
  • Assist in administration of ArcGIS Enterprise, including User Management, group/content management and permissions.
  • Evaluate and recommend agency GIS infrastructure changes and acquisitions to improve staff and tribal member access to GIS resources
  • Resolve GIS software install issues, GIS how-to issues, and GIS software licensing issues.
  • Provide design and development support for new web-based GIS mapping, and resource managing, applications.
  • Collaborate with IT engineers and IT architects to ensure that the GIS solutions efficiently and effectively integrate with the broader IT infrastructure.
  • Install, configure, administer, and maintain ArcGIS Server, ArcGIS Enterprise, AGOL, and associated Esri server software. This includes ArcGIS Monitor used for monitoring critical map services, server uptime and server resources.
  • Compile land use information, demographics, real estate analysis from a geographic perspective in the due diligence process.
  • Provide GIS analysis for collaboration between Snoqualmie Indian Tribe governmental departments (e.g. Housing, General Resources, Public Safety, Wildland Fire, etc.).
  • Assist with developing the GIS program and services offered for all SIT departments utilizing GIS capabilities.
