About The Position

The Fiscal Research Division (FRD) seeks dynamic individuals with strong analytical skills who excel under pressure. FRD Analysts are nonpartisan and serve as the primary budget and finance staff to the North Carolina General Assembly’s 170 members, as well as its funding and policy committees. We are looking for team players to help build the State’s $32 billion general fund budget and analyze issues that are complex, diverse, and cross multiple subject areas. FRD Analysts, along with other General Assembly nonpartisan staff, have a unique opportunity to provide counsel to policymakers and participate directly in the policy development process. In addition, they regularly present to public committees and work with State agencies to implement legislation. This opportunity is focused on North Carolina’s Medicaid program, a federal/State partnership that supports the health care costs of over 3 million beneficiaries.

Requirements

  • Working experience with a state Medicaid program, State Children’s Health Insurance Program (SCHIP), health care provider/payer, or other similar public health care program in either the public or private sector
  • Demonstrated knowledge about the major components of the health care marketplace including the interaction between medical/drug providers, public/private payers of claims, and utilization behavior of beneficiaries and providers
  • Ability to work cooperatively and maintain composure under pressure
  • Clear and concise oral and written presentation skills
  • Aptitude for providing high-quality policy analysis and advice
  • Commitment to delivering nonpartisan, objective analysis
  • Creative problem solving
  • A bachelor’s degree plus seven years’ experience performing and presenting analyses, or A master’s degree plus five years’ experience performing and presenting analyses.
  • Candidates are expected to have a working knowledge of government functions and experience performing programmatic analyses, preferably related to health policy.
  • Candidates will be expected to demonstrate Microsoft Excel and Word proficiency in any potential in-person interview.

Responsibilities

  • Conducting actuarial, financial, and/or statistical analysis and forecasting of cash flow, program, and budgetary needs for Medicaid
  • Using cost, utilization, demographic, and outcomes data to determine service implications and estimate budgetary savings or costs due to Medicaid program changes
  • Working directly with legislators to develop the State’s budget and other legislation
  • Making presentations and answering legislators’ questions in public committee meetings
  • Developing options to improve program efficiency and effectiveness
  • Composing analyses on the fiscal impact of proposed legislation
  • Collaborating closely with teammates and colleagues to support the legislative process
  • Monitoring agency actions to ensure compliance with legislative intent
  • Working objectively and impartially and adhering to strict confidentiality requirements
  • Providing on-call support, including working an extended schedule when necessary
