The Development Finance Vice-Presidency (DFi) manages and monitors policies, procedures, and resources for the World Bank’s development financing vehicles. DFi sets the policy framework for the World Bank Group’s development finance by engaging in strategic resource mobilization and playing an intermediation role to help align the needs of recipients, WBG institutional priorities, and funding partners through various funding instruments. These include the International Development Association (IDA), the World Bank’s fund for the poorest, the International Bank for Reconstruction and Development (IBRD), and Trust Funds. Development Finance Trust Funds and Partner Relations (DFTPR) Department is at the forefront of the Bank’s engagement in Trust Funds. DFTPR comprises two units – i) Financial Intermediary Funds, Digital, and Analytics (FIFDA), and ii) Trust Funds Policy and Partner Relations (TFPPR). The Department is responsible for administering the Bank’s portfolio of Trust Funds (TFs) and Financial Intermediary Funds (FIFs). In addition, the Department is closely involved in designing and establishing new, multi-donor partnership initiatives underpinned by Trust Funds and FIFs and setting the policy and procedural framework for Trust Funds, FIFs, and Partnerships in a manner that complements IDA and IBRD. FIFDA is responsible for i) providing policy advice, management of donor relations, portfolio monitoring, and financial and investment management for the FIFs; and ii) leading the digital deliverables to support External Funds, and value-added analytics for FIFs, TFs, co-financing and aid architecture. FIFDA seeks a motivated Senior Finance Assistant (Level GD) in Washington, D.C. under the Financial Management (FM) cluster that leads the Trustee services related to financial management, risk and internal controls, budgets and cost recovery, investment and FX management

Requirements

  • Minimum Bachelor’s degree in business related studies, or equivalent education with at least 3 years of relevant experience.
  • Good understanding of operations and financial structure of trust funds and/or financial intermediary funds.
  • Sound knowledge in audits, budgets, internal controls and risk management.
  • Proven experience in handling financial activities with accuracy, speed, and detail orientation.
  • Demonstrated ability to perform data mining, coordinate information gathering, conduct preliminary checks for accuracy of financial operations, perform analysis and reporting.
  • Computer/Technology savvy, including advance functions of Bank standard computer applications, and the ability to help organize data and information retrieval systems. Solid experience in SAP and Microsoft Office Suite is desirable.
  • Diplomacy, high-level of initiative, responding to clients in a timely manner, strong interpersonal skills, effective team player with colleagues and clients, sharing workload and carrying out tasks as needed. Ability to seek and share technical knowledge and experience and capacity to work across organizational boundaries.
  • Excellent written and oral communication skills; ability to communicate ideas effectively.

Responsibilities

  • Facilitate the FIFDA Unit's trusteeship responsibilities for designated Financial Intermediary Funds (FIFs) and trust funds by working closely with Finance and Operational Units, Legal, FIF governing bodies, Program Secretariats, EDs' offices, donors, and external partners. This involves taking advanced roles in executing standardized activities to ensure accuracy, appropriateness, and timeliness in accordance with defined standards and expectations.
  • Support the coordination and implementation of legal covenants such as contribution agreements, financial procedure agreements, and other relevant covenants, to ensure compliance.
  • Perform functional activities in SAP following established procedures and manage the flow of documents supporting business events.
  • Support the preparation of budgets, financial status reports, analysis, and presentations for governing bodies, development partners, and internal purposes.
  • Support the FM team in addressing queries from donors and clients/partners as needed.
  • Collaborate with other FM team members to coordinate and support the external audit process for designated FIFs, including the collection and provision of documentation to auditors and conducting required reconciliations.
  • Contribute to the unit's internal control framework, single audit, and risk management activities.
  • Participate in the development of IT systems for financial management activities of FIFs to enhance process efficiencies and streamline workflows.
  • Mentor, guide, and train new and/or colleagues in the day-to-day functions related to trustee services of FIF.
  • Act as a back-up in the absence of colleagues, exhibiting flexibility to undertake additional activities on short notice as required.
