Job Description: Job Family Definition: Designs, develops, troubleshoots, and debugs software programs for software enhancements and new products. Develops software including operating systems, compilers, routers, networks, utilities, databases, and Internet-related tools. Determines hardware compatibility and/or influences hardware design. Operates within commercial and U.S. Federal program contexts, including environments requiring personnel security clearances and compliance with applicable Federal regulations and standards. Federal programs context: Role includes managing teams with a mix of cleared and uncleared personnel, coordinating with U.S. Federal stakeholders, and ensuring adherence to security, export control, and regulatory requirements relevant to classified and controlled work.

Requirements

  • First level university degree or equivalent experience required; advanced degree may be preferred.
  • Typically 5 or more years of related work experience, including 3+ years of people management experience.
  • Strong leadership skills, including coaching, team-building, and conflict resolution.
  • Advanced project management skills including time and risk management, resource prioritization, and project structuring.
  • Strong analytical and problem-solving skills.
  • Strong verbal and written communication skills, including negotiation, presentation, and influence skills; effective communicator with U.S. Federal stakeholders.
  • Familiarity with U.S. Federal security and compliance contexts, such as NISPOM/32 CFR Part 117, RMF, DISA STIGs, FIPS, export controls (ITAR/EAR), and secure software development practices.
  • Strong multi-tasking and prioritization skills.
  • Good understanding of the company's policies and processes.
  • U.S. citizenship required for roles requiring access to classified information.
  • Ability to obtain and maintain a Secret clearance preferred; ability to support and manage Secret-cleared teams is required.
  • Willingness to work within or coordinate access to secure facilities (e.g., SCIFs) and comply with all security policies, training, reporting, and audit requirements.
  • Ability to travel domestically to customer sites, secure facilities, or partner locations as needed.

Nice To Haves

  • Experience delivering software for U.S. Federal programs (DoD, IC, civilian agencies) strongly preferred; experience leading teams with personnel security clearances is a plus.

Responsibilities

  • Provides direct and ongoing leadership for a team of individual contributors designing and developing new products, enhancements, and updates, and coordinating projects for systems software, including operating systems, compilers, networking, utilities, databases, and Internet-related tools.
  • Manages federal secret cleared headcounts, deliverables, schedules, and costs for multiple ongoing projects, ensuring that resources are appropriately allocated and that goals, objectives, timelines, and budgets are met in accordance with program and organizational roadmaps.
  • Communicates project status and escalates issues to direct managers, program managers, and internal and external development partners.
  • Manages relationships with outsourced partners and suppliers, including setting expectations regarding deliverables, product quality, schedules, and costs; ensures that team members are effectively communicating and collaborating with outsourced resources.
  • Proactively identifies opportunities for process improvement and cost reduction.
  • Provides people-care management for assigned team members, including hiring, setting and monitoring of annual performance plans, coaching, and career development; ensures that proper knowledge and career development tools are in place to support ongoing team member and process development.
  • Leads, supports, and manages Secret-cleared engineers and mixed-cleared teams, ensuring compliance with U.S. Federal security requirements, including handling of classified and controlled unclassified information in accordance with company policy and applicable regulations.
  • Partners with Federal Security Office, and Government security counterparts to ensure personnel clearance status, visit authorizations, need-to-know, and secure workspace access are coordinated and maintained.
  • Plans and executes work in accordance with government program security plans, program protection plans, and data segregation requirements; ensures proper marking, storage, transmission, and disposal of classified/controlled data.
  • Coordinates closely with U.S. Federal customers, primes, and subcontractors; builds strong relationships with government program managers, engineers and contracting officers’ representatives to align on scope, milestones, acceptance criteria, and compliance.
  • Ensures adherence to relevant Federal cybersecurity frameworks and standards where applicable (e.g., RMF, DISA STIGs, FIPS 140-2/3, supply chain and SBOM expectations), and collaborates with security/compliance teams to support assessments, ATO-related activities, and audits.
  • Establishes operational practices for cleared programs (e.g., need-to-know task planning, secure build pipelines, classified/unclassified environment separation, incident reporting and corrective actions).
  • Supports capture and execution phases of U.S. Federal programs, including technical planning, basis-of-estimate inputs, staffing plans for cleared roles, risk registers, and deliverable compliance.
  • Forecasts and manages cleared staffing, including clearance sponsorship planning, crossover coordination, reinvestigations, and on/offboarding procedures in alignment with program timelines.
  • Provides training and coaching to team members on security responsibilities, secure development practices, and government customer expectations.
