Under general direction of the Assistant Director of Headquarters Response, the SESC will have full responsibility for a wide range of duties and programs within Headquarters Response. The SESC will provide support to Headquarters Response, acting as a liaison with related internal and external programs or projects with other state/federal government agencies, keeping leadership informed of relevant information. Organizes and implements systems and procedures for Headquarters Response. Serves as principal source of information on new and established project/program policies and advises leadership and staff. Performs the most complex, difficult, and sensitive emergency planning/management work above the journey level involving coordination work supporting the Cal OES Response Directorate and the State Operations Center (SOC). Consults and assists in the development of statewide emergency management plans and other products related to emergency response operations in the state. Provides a high level of confidential support dealing with a variety of highly sensitive departmental issues and special executive level projects. This may encompass but is not limited to, areas such as hiring, budget change proposals, and legislative bill analysis. Demonstrates strong interpersonal skills, ability to analyze situations and provide alternate solutions, and the ability to provide communication and negotiation between private and government agencies. Based on operational need, provides situational awareness, analysis, and identifies emerging and near-term threats. Analyzing potential impacts, the SESC prepares, and disseminates various situational awareness products. Based on situation analysis, the incumbent formulates possible courses of action and provides recommendations as appropriate. Requirements
