About The Position

The Senior Director of Clinical Services provides senior level leadership and strategic oversight for all Progress Valley treatment programs. Reporting to the COO, this role ensures the organization’s clinical vision, regulatory compliance, and service quality are aligned with agency goals and long-term strategic priorities. The Senior Director establishes overarching clinical standards, drives innovation, strengthens system wide performance, and guides program leaders in executing a unified strategic plan. The Director must be an LADC and licensed mental health professional qualified to provide clinical supervision. Success in this position requires innovation, creativity, flexibility, and a willingness to effectively apply learned practices and sound management principles. Flexibility and effective time management are essential. This position requires self-confidence, creativity, and the ability to exercise individual discretion and judgment. Effective organization and multitasking are essential. The Senior Director of Clinical Services must devote the time and energy needed to ensure program requirements and services are maintained in accordance with agency policy and state and federal regulations. Resolving conflicts with staff and clients, maintaining crisis tolerance, and handling crises professionally and positively are essential.

Requirements

  • Master’s degree in counseling or related human services field.
  • Licensed Mental Health Professional (LPCC, LICSW, LMFT, PsyD) qualified to supervise candidates seeking licensure.
  • Licensed Alcohol and Drug Counselor (MN) and board approved supervisor or eligible to obtain
  • Minimum 5 years clinical experience and at least 3 years supervisory or administrative leadership experience.
  • Strong knowledge of 245G statutes, substance use disorder treatment, mental health services, and family systems.
  • Proven strategic leadership, organizational management, and fiscal oversight abilities.
  • Excellent communication skills and proficiency with computer systems.
  • Ability to pass DHS background check and maintain a valid driver’s license with a positive driving record.

Responsibilities

  • Lead development and continuous refinement of the agency’s clinical vision, service model, and long-term program strategy.
  • Collaborate with the COO and executive leadership to set strategic goals, evaluate organizational risks, and advance agency wide initiatives.
  • Assess emerging trends in behavioral health and recommend strategic program enhancements, innovations, or service expansions.
  • Oversee alignment of program operations with organizational mission, values, and strategic direction.
  • Oversee recruitment and placement of ADC and MH interns throughout the organization.
  • Establish and monitor system wide clinical quality standards, performance expectations, and accountability structures.
  • Ensure all programs consistently meet state and federal regulations, licensing requirements (including MN DHS 245G), and accreditation standards such as CARF.
  • Provide high level oversight of audits, compliance reviews, and quality improvement efforts.
  • Guide data informed decision making through review of program metrics, outcomes, and demographic trends.
  • Supervise Program Directors and other key leaders, focusing on strategic alignment, leadership development, and performance outcomes rather than daily operations.
  • Support directors in building strong teams, developing future leaders, and ensuring staff receive appropriate training and supervision.
  • Foster a collaborative leadership culture that prioritizes accountability, communication, and organizational cohesion.
  • Oversee program capacity, census trends, engagement strategies, and completion rates to ensure programs meet or exceed organizational targets.
  • Provide high level input on budgets, fiscal policies, resource allocation, and financial sustainability.
  • Review and guide billing, reimbursement procedures, and overall revenue integrity from a strategic perspective.
  • Serve as a senior representative of the organization with community partners, contracting agencies, regulatory bodies, and other stakeholders.
  • Strengthen organizational reputation through leadership in community education, advocacy efforts, and alumni engagement initiatives.
  • Maintain supervisory credentials and provide clinical oversight or direct services only as needed to support program continuity.
  • Ensure the integrity and consistency of the agency’s clinical approach across all locations.
  • Promote a positive, safe, culturally responsive, and growth-oriented work environment.
  • Support continuous development by staying informed on best practices, regulatory changes, and emerging treatment methodologies.
  • Approve client admissions and discharges in collaboration with program leadership.
  • Hire or terminate staff after consultation with the COO and HR Director.
