About The Position

The primary purpose of this position is to provide project management and technical expertise to the Development Division to accomplish its primary goal of the development of mixed income housing in the City of Pittsburgh. The Development Division is a branch of the HACP Development and Modernization Department. It is responsible for the planning, design, financing, project management and oversight of all phases of the development process required for developing mixed-income housing. This includes the revitalization of antiquated and obsolete public housing and necessary connections and/or improvements to the surrounding neighborhood. It is a very fluid and dynamic division, and the selected candidate will be working in a team environment with highly motivated and dedicated staff. The position will oversee all phases of co-development projects including all aspects of planning, administering and implementing mixed-finance, mixed-income housing development and large scale community revitalization projects. The incumbent will lead a team of development managers and be responsible for project assignment and allocation of project resources to ensure all projects continue to progress in a timely and efficient manner. All activities will support the Housing Authority of the City of Pittsburgh’s (“HACP” or “Authority”) overall mission, strategic goals and objectives.

Requirements

  • Bachelor’s Degree in architecture, planning, public or business administration, finance or other related field.
  • Extensive experience in real estate development, real estate finance, capital improvement program planning, neighborhood economic development, and/or neighborhood planning and a minimum of five (5) years increasingly responsible experience in the development of affordable multifamily housing, including responsibility for the development of project(s) of 50 units or more.
  • An equivalent combination of education and experience may be considered.
  • Must possess a valid Pennsylvania driver’s license and be insurable under the Authority’s plan.
  • To perform this job successfully, the employee must have the ability to develop and analyze development and operating budget/proforma, plan and manage the entire planning/implementation process of housing and community development projects, prepare funding/grant applications, and manage the negotiation process for a variety of contracts and agreements for development projects.
  • Candidate must have strong computer skills (Microsoft Word, Excel, and PowerPoint) and experience with creating and maintaining complex spreadsheets.
  • Must have the ability to learn other computer software programs as required.
  • Employees must have access to 24 hour reliable internet service.
  • Employees must also have reliable transportation to and from work, as well as, to get to and from multiple HACP locations based on business needs and assignments.

Nice To Haves

  • Preference for candidates that have specific experience in multifamily housing finance, the use of Low Income Housing Tax Credits, or grant administration for federally funded housing construction projects.

Responsibilities

  • Ensure that all assigned projects are executed in accordance with the established means and methods to achieve quality project completion, on time, and within budget.
  • Manage the development and execution of a mixed finance strategy for public housing revitalization utilizing public housing capital funds, Low Income Housing Tax Credits, MTW funds, and other sources.
  • Manage the development and execution of strategies to utilize capital funds and other public resources to incentivize private sector development of rental and home ownership opportunities for low-income families.
  • Manage project schedule and investment decision-making process for development-related acquisition, demolition/disposition, and relocation programs with inter-departmental or inter-agency task groups.
  • Oversee the development and implementation of land acquisition strategies, including private market transactions, intergovernmental transactions, and eminent domain actions.
  • Manage all aspects of the implementation of a community revitalization plan.
  • Manage the planning, development, and construction of multiple mixed finance and mixed income housing development projects.
  • Manage subordinate staff and allocation of project resources to ensure maximum productivity and all projects continue to progress in a timely and efficient manner.
  • Create and administer project budgets (i.e.: development, construction, operating, and additional services budgets)
  • Prepare and manage the preparation of application materials for various financing sources and HUD approvals for development projects.
  • Prepare and manage the preparation of development subsidy and financing applications for a variety of governmental and private sources.
  • Prepare and present presentations about various development projects to executive staff, Board members, city officials, and the general public.
  • Plan, organize, and lead project meetings with internal staff, project partners, and community stakeholders.
  • Prepare and assist in preparation of routine compliance reports and expenditure reports.
  • Prepare and maintain organized contract files with appropriate documentation.
  • Assist in creating and managing various tracking systems to ensure projects are on schedule, within budget and in compliance with contract agreements and regulations.
  • Assist in developing and maintaining division filing system, both for electronic/hard copies.
  • Collect various forms/types of data, perform analysis and completion of reports on findings, and prepare/submit reports to Executive Staff, HUD, and other agencies.
  • Collect and analyze data for preparation of budgets, perform budget analysis, and prepare reports with related findings.
  • Research and manage property ownership records.
  • Identify, procure and manage consultant assistance for planning, development and supportive service activities.
  • Produce, publish, and manage Requests for Proposals (RFP) and coordinate with other HACP departments to assure appropriate advertising and budget allocation of a variety of procurements related to development projects.
  • Submit and track information in support of processing payments. Track, process, review, and approve invoices, prepare payment requests, set up payments in HACP requisition system, and review for compliance with approved budgets.
  • Improve job performance through training and seek opportunities for growth through special assignments.
  • Maintain full understanding and ability to communicate Departmental goals and standards.
  • Acquire in-depth knowledge of HACP and HUD guidelines, policies and procedures.
  • Develop positive working relationships with co-workers, executive management, and service providers.
  • Use initiative and vision to seek out areas where greater contributions can be made to the Department.
  • Be flexible as to work environment and assigned tasks.
  • Act as a source of information for less experienced staff.
  • Meet all output goals in an expeditious and accurate manner.
  • Develop and implement strategies for the employment of public housing residents in all aspects of plan implementation.
  • Attend frequent evening and weekend meetings.
  • Performs other duties as assigned.
