Job Description: This job is responsible for planning and coordinating the execution of large program deliverables which requires engagement across multiple organizations. Key responsibilities include communicating target outcomes, coordinating delivery, resource planning, providing visibility of program health, and managing program risks, compliance and financials. Job expectations include ensuring delivery meets the client’s expectations in terms of the target outcomes, timeline, and cost and facilitating sync points between business and technology leaders and Risk and Compliance partners. Position Summary: The Change Manager & Test Governance role provides governance and oversight for the quality execution of change across Global Corporate & Investment Banking Technology (GCIBT). This includes effective identification, monitoring, remediation, and escalation of change risks in adherence to enterprise change standards. The role ensures consistent execution of testing practices, drives transparency across initiatives, and delivers measurable improvements to change and release management processes. The individual will collaborate with cross-functional teams, line-of-business partners, and control functions to ensure compliance, operational readiness, and quality assurance. They will also play a key role in training, communication, and continuous process improvement.

Requirements

  • Bachelor’s degree in Information Technology, Business, or related field (or equivalent experience).
  • 5+ years of experience in Change Management, Testing, or related IT governance roles.
  • Strong knowledge of software development lifecycle (SDLC), testing practices, and change control processes.
  • Experience with JIRA, project management tools, and enterprise change frameworks.
  • Excellent communication, facilitation, and stakeholder management skills.
  • Strong analytical and problem-solving ability with attention to detail.
  • Ability to work in a fast-paced, cross-functional environment and influence outcomes without direct authority.

Nice To Haves

  • Knowledge of financial services or banking technology environments.
  • Familiarity with risk, compliance, and audit processes.
  • Experience with test automation tools and reporting dashboards.
  • Strong facilitation and training delivery skills.

Responsibilities

  • Leads and coordinates routines to support delivery of large programs, such as kick-offs, status reviews, stakeholder meetings, change controls, and tollgates
  • Broadens relationships with business and technology leaders across multiple organizations, as well as Compliance and Risk
  • Establishes target outcomes in partnership with stakeholders and leaders
  • Tracks success metrics and provides status updates to stakeholders and leadership pertaining to the target outcomes, delivery, performance, risks, issues, and schedule
  • Collaborates with sponsors and stakeholders to ensure that execution is aligned with deliverable requirements
  • Manages program financials and supports resource planning
  • Ensures adherence with Enterprise Change Management standards
  • Produce and analyze weekly/monthly change performance metrics to ensure adherence to required processes and controls.
  • Lead communications through newsletters, forums, and leadership engagement to improve awareness of change standards.
  • Facilitate risk & change management forums, ensuring visibility to senior leadership on key issues.
  • Monitor change-related Problem/Incident/Remediation Events (PRI) and escalate as needed.
  • Partner with teams and control functions (including APSEC) to review changes, assess risks, and ensure remediation actions are implemented.
  • Support project planning, transition management, and governance activities across divisional and enterprise levels.
  • Contribute to the rollout and adoption of common lower-lane environment (LLE) change processes.
  • Conduct office hours and provide day-to-day guidance for test leads, managers, and project teams.
  • Support test planning, execution, and defect management across in-scope projects and initiatives.
  • Maintain and enhance testing practices, including automation, regression suites, and standard templates.
  • Provide transparency into testing risks, issues, and outcomes, escalating where appropriate.
  • Collaborate with cross-functional teams to drive consistent testing practices across GCIBT.
  • Support JIRA-based cost transparency initiatives, ensuring accurate project planning and financial forecasting.
  • Implement consistent processes for project transparency, including tracking of testing and change activities.
