Job Description Johnson County Facilities is looking for qualified candidates to fill the position of Senior Contract Administrator for the Business Operations Division. Requirements

  • Bachelor’s degree in any of the following fields of study: Accounting, Finance, Business, Public Administration, or relevant field is required.
  • Seven (7) years of contract management or purchasing experience is required.
  • Experience may substitute for degree.
  • Johnson County Government requires reference/background screening for all positions.
  • Specified criteria may vary by Department/Agency.

Nice To Haves

  • Ionwave, Oracle, and public sector experience is preferred.
  • CPPB, CPPO, CPCM, NIGP-CPP Professional Certification or similar Professional Certification is preferred.

Responsibilities

  • Serves as the Lead Purchasing and Contract Administrator and Subject Matter Expert in the Facilities Management Department on County purchasing policies and procedures to include the following:
  • Monitors contracts for consistency throughout the Facilities Department
  • Ensures contract compliance
  • Negotiates contracts
  • Monitors approved budget against monthly/annual contract spending
  • Renews and reviews contracts to include collects feedback and seeks input on contracts
  • Administers contracts from the time the contract is awarded until contract closeout and ensures roles and responsibilities are defined and understood by parties on the contract
  • Identifies areas where contracts are needed and develops scope of work to support organizational goals
  • Administers change management
  • Addressing claims and disputes
  • Ensures contract deliverables to include:
  • Invoice(s) are paid according to contract terms
  • Contracts are signed and renewed timely
  • Contract expenses are within contract value
  • Performs analysis, audits, and monitors purchasing activities; provides purchasing trend analysis, assist with purchasing tracking and forecasting to other Facilities divisions; reviews bids, RFP’s, sole-source, emergency requests, and purchase requests; contract monitoring and tracking in County system repository.
  • Answers complex procurement questions and provides feedback; provides a resolution of supplier and user division complaints; standardizes contract administration process; Researches and determines competitive specifications.
  • Trains new staff and continually works with staff to improve procurement methods and procedures.
  • Must be able to develop written standard operating procedures and work instructions for contract management and other areas as needed.
  • As needed will be assigned special projects; participates in project-related team meetings and assists in purchasing-related decisions and problem resolution.
  • Leads the coordination of Service Level Agreements (SLAs) and Memoranda of Understanding (MOUs) by organizing stakeholder meetings, gathering required input, and managing the review and update process to ensure accuracy and alignment across departments or agencies.
