This position is responsible for providing professional engineering services for the Public Utilities department, including but not limited to designing, problem-solving, performing construction project management duties, and assisting with citizen concerns. Supervises Public Utilities engineering division personnel; assigns and reviews work, sets priorities, resolves conflicts between intent and design; reviews personnel time and leave requests; conducts work performance reviews.

Requirements

  • Must possess a high school diploma or equivalent and a valid Class C driver's license from N.C.
  • Knowledge and level of competency commonly associated with completing a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with five to ten years' experience or service.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
  • Licensed as a North Carolina Professional Engineer.
  • Knowledge of city and department policies and procedures.
  • Knowledge of the principles and practices of civil engineering.
  • Knowledge of local codes and ordinances.
  • Knowledge of engineering and surveying practices.
  • Skill in planning, organizing, and prioritizing work.
  • Skill in performing mathematical computations.
  • Skill in the use of computers and customary office programs, as well as computer-aided drafting programs.
  • Skill in the supervision of personnel.
  • Skill in oral and written communication.

Responsibilities

  • Manages the design and implementation of water and wastewater projects, policies, and programs; reviews design submittals submitted in conjunction with development projects; researches water and wastewater utility programs and makes related reports to supervisors; researches design-related software resources; analyzes issues reported by personnel and by the general public.
  • Provides engineering designs and cost estimates for Public Utilities and other departments.
  • Manage construction projects; hold pre-construction conferences; prepare contracts for City Council approval; monitor construction and verify that construction meets plan specifications; review contractors' payment requests.
  • Supervises Public Utilities Engineering Division personnel; assigns and reviews work, sets priorities, resolves conflicts between intent and design; reviews personnel time and leave requests; conducts work performance reviews.
  • Reviews subdivisions, site plans, construction plans, and city specifications for conformance to established standards, polices, and principles.
  • Provides and enters plan review comments into various reporting systems.
  • Provides technical information to consultants, contractors, other departments, and the general public on utilities engineering projects.
  • Assists in coordinating the activities of city, state, and federal agencies, private contractors, and others involved with city projects.
  • Attend and direct regular and call meetings as appropriate.
  • Performs other related duties as assigned.
