Job Summary Serves as a project manager for the design and construction of City of Dallas projects including all aspects of planning, design, bid preparation, cost estimation, and monitoring of construction compliance. May manage a function as a licensed engineer or supervise staff responsible for infrastructure design and construction, conducting studies, research, and other activities involving engineering problem-solving or serves as a senior technical expert responsible for conducting these activities. Job Description Overview The Senior Engineer provides highly responsible project management and engineering expertise in the design, construction, implementation, and completion of all public works construction and related engineering projects, including fire protection system strategies and safety regulation for the City of Dallas.

  • Manages, leads, and provides senior knowledge over engineering design and construction contracts for paving, aviation, facilities, streetscape, alley, drainage, flood control, bridge, sidewalk, erosion control, water and wastewater utilities, fire protection systems, and any other infrastructure improvement projects.
  • Applies, implements, and uses engineering, surveying, project management principles and technical expertise to support the implementation of capital improvement projects; participates and performs feasibility studies on plan and project implementation.
  • Develops and reviews engineering plans to ensure that the proposed infrastructure improvements are of good design quality and that the projects are in compliance with City, State and Federal standards.
  • Manages the bidding process for all assigned construction contracts; prepares agenda, factsheet, contract information package for engineering and construction contract awards and takes lead role in completing the contract execution; conducts neighborhood meetings to inform the citizens about the upcoming project or Capital improvement and addresses concerns and questions.
  • Oversees complex engineering projects from inception to completion, ensuring all aspects of supply, development, management, and completion are met.
  • Oversees and applies research methodology to solve diverse problems such as investigating material quality or material failures, environmental investigation, quality assurance for contracted design and construction work and improving processes; develops the scope of work, evaluates proposals, and negotiates fees for engineering contracts and for Supplemental Agreements; works with Agenda Coordinators to prepare Council Agendas.
  • Collaborates, engages, and works with consultants, inspectors, contractors, engineers, representatives from other agencies within the City and outside, to successfully complete the design and construction of all infrastructure projects; participates in consultant selection, contractor evaluation, and employee hiring or promotion panels; monitors the Consultant's or Contractor's performance in regard to their contract obligations.
  • Provides leadership, guidance, and works with less experienced engineers and Project Coordinators; provides mentorship for progress of less experienced engineers, oversees work and deliverables, inspects projects, and provides senior level expertise for challenging situations; attends meetings, conferences, and other events, and provides training for staff.
  • Performs other work as needed or required.
  • Expert knowledge of city ordinances, design manuals, engineering standards, state and federal regulations, fire safety codes, and professional ethics.
  • Expert knowledge in project management and implementation.
  • Ability to communicate effectively both verbally and in writing with a variety of people.
  • Knowledge of Bond programs, large scale capital funding requirements and related administration.
  • Expert knowledge of civil engineering principles including safety, legal, licensing, credentialing, and innovation.
  • Ability to establish and maintain strong relationships.
  • Extensive knowledge of contract management.
  • Skilled in managing and directing engineering projects.
  • Superior ability to provide training, mentorship, education, and leadership to fellow staff.
  • Bachelor of Science in engineering or higher in engineering from program accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering Technology (EAC/ABET).
  • A minimum of four (4) years of experience as a Licensed Professional Engineer.
  • Valid driver’s license and good driving record.
  • Professional Engineer License from the State of Texas.
  • Professional Engineer License with license/registration from other states must obtain the Texas license within six (6) months after appointment.
