About The Position

Systems Application & Technologies, Inc. (SA-TECH) is a progressive and well-established Department of Defense (DoD) contractor specializing in Range operations and maintenance (O&M); weapons testing; facilities management; aerial, ground and seaborne targets O&M; technical, logistics and other engineering support; systems integration; electronics and communications maintenance services; and a growing cybersecurity business. At Dugway Proving Ground (DPG) , southwest of Salt Lake City Utah, SA-TECH supports the West Desert Test Center (WDTC), the nation’s designated Major Range Test Facility Base (MRTFB) for chemical and biological defense. The WDTC plans, conducts, evaluates, reports, and supports Chemical and Biological (CB) and non-CB testing efforts for the Department of Defense (DoD), other federal agencies, private industries, and foreign Governments (e.g., environmental assessment/impact evaluations, weapons and munitions demilitarization, chemical energetics/homemade explosive testing, unmanned systems testing, direct and indirect fire weapons testing, hazard assessments, and technical/logistical support of operations at DPG). At DPG, SA-TECH is looking to bring a seasoned Senior Business Manager onto our team to supervise and oversee all aspects of contract and financial activity and provide guidance and recommendations to the Program Manager on contractual and financial matters. The Senior Business Manager will monitor contract performance to ensure cost and technical objectives are being met.

Requirements

  • Must have a Bachelor’s Degree in Finance or Accounting from an accredited institution with at least five (5) years of experience in government cost management or business management experience.
  • Must be able to demonstrate ability to develop and implement standardized accounting systems for the control of project funds and expenditures.
  • Must be experienced in the development and management of work breakdown structures (WBS) and earned value management (EAM) measurements.
  • Must be able to forecast and develop long-range projections.
  • Must be able to establish and maintain accounting record systems for labor, material, travel, and other direct costs (ODCs).
  • Current Driver’s License required; must be able to be insured through company’s vehicle insurance policy while driving work/government/rental vehicles during working hours, and for the duration of employment.
  • U.S. Citizenship required and you must have a U.S. DoD Top Secret (TS) Security Clearance prior to hire date and maintain a TS clearance throughout employment.
  • Must be able to pass a pre-employment drug screening and physical, as well as periodic retests.
  • All candidates will be required to pass background screening to include SSN, Driver’s Record, and Criminal Background Investigation.

Responsibilities

  • Evaluate and analyze the accuracy of financial documentation including weekly reports for managers, monthly financial reports, costing estimates, TIP costing documents, and closure cost documents.
  • Make financial and contract decisions that impact our ability to provide a superior product to our customer.
  • Review modifications/amendments to the contract.
  • Monitor funding and contract modifications to ensure legal requirements and customer specification are being satisfied.
  • Develop and oversee cost accounting, payroll and travel policies and procedures.
  • Oversee procedures and accuracy of A/R and A/P and reconciles A/R.
  • Approve all travel advance requests and travel expense reports.
  • Create and submit accurate quarterly award fee and monthly vouchers and track the collection of all vouchers.
  • Monitor petty cash accounts.
  • Ensure all work on contract is in compliance with Federal, State, and contract-imposed laws and regulations.
  • Ensure the final product is accurate and meets contract and customer requirements.
  • Other duties as assigned.
