We are seeking a Senior Acquisition Analyst with an expert understanding of Department of War (DoW) acquisition and program management procedures and policies and a basic understanding of Counter-Small Unmanned Aircraft Systems (C-sUAS) technologies to support the DoN’s Office of the Chief of Naval Operations (OPNAV) in Arlington, VA (Pentagon) . RESPONSIBILITIES: Analyst will support the OPNAV N4I C-UAS Team, and may directly interact and support OPNAV Installations and Logistics (N4) Director, Deputy Director and other N4 staff members by applying acquisition subject matter expertise to the OPNAV planning, programming, budgeting, and execution of C-sUAS/CuXS developmental projects. Analyst will also apply program management subject matter expertise to conduct regular program management reviews of active developmental projects and to conduct reviews of new project proposals and to staff those proposals through the process for approval. The analyst will coordinate directly with stakeholders in the Office of the Secretary of Defense, the Joint Staff, the Services, and other DoD and U.S. Government organizations. Working closely with OPNAV N4 military and civilian leads and executing their guidance. Maintaining situational awareness of current and developing UAS threats and C-sUAS solutions and understanding and following DoD standard operating procedures (SOPs) and policies. Maintaining situational awareness of and following applicable DoD acquisition and program management procedures and policies. Coordinating and leading regular program management reviews of active (currently funded) research, development, test, and evaluation (RDT&E) projects to develop C-sUAS solutions. Coordinating and leading corrective actions for underperforming projects. Coordinating and leading annual reviews of proposals for RDT&E projects to develop C-sUAS materiel solutions. Identifying acquisition courses of action (COAs) for new RDT&E proposals and staffing them through the process for approval. Coordinating with the DON Resource Management team and the supporting acquisition organization for accurate and timely reporting of project budget execution for the current fiscal year (FY) and planning for future FYs. Providing project management coordination and leadership for DON-led projects. Coordinating operational planning teams and working groups with staff and external stakeholders as needed for special subjects/issues. Coordinating staffing actions and taskers in accordance with OPNAV SOPs and policies. Preparing written products (emails, presentations, info papers, reports, and executive summaries) based on military and civilian lead guidance in accordance with OPNAV procedures and policies. Support the Project Objective Memorandum (POM) and budget formulation process as directed by the resource sponsor.Prepare, process, and respond to tasking received via Enterprise Task Management Software Solution (ETMS2) as well as generate tasking assignments to subordinate commands as required. Displaying oral and written communication skills and proficiency in Microsoft Office products (Excel, Outlook, PowerPoint, Teams, and Word). Possess a working understanding of the relationships and responsibilities of the DON, to include the offices of the Secretary of the Navy and Chief of Naval Operations. Answering requests for information from a variety of key stakeholders, including Congress, OSD, and the Services.
