About The Position

Under the direction of the Chief Financial Director, or as designated by the Mayor, this position involves responsibility for planning and supervising the work of professional accountants on all levels and other clerical personnel in the Department of Finance and for the independent performance of professional accounting and administrative tasks in maintaining the centralized revenue and expenditure accounts of the City. The department head may be available for consultation on difficult problems; however, the incumbent is required to work on a production basis in the performance of professional accounting duties. Immediate supervision is exercised over the work of professional accountants on all levels and other clerical personnel. Direct interaction with contracted auditors is required as it pertains to the fiscal year-end closing.

Requirements

  • Thorough knowledge of modern municipal account keeping practices.
  • Good knowledge of professional accounting practices.
  • Some knowledge of the principles underlying state and city laws and regulations pertaining to city Government.
  • Ability to follow complex oral and written directions and to prepare complex fiscal report.
  • Ability to plan and supervise the work of others; initiative; integrity.
  • Must have ability to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, stand, hear, hands to finger dexterity, handle, feel or operate objects, read and write English.
  • Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machines.
  • Work is performed indoors within a quiet to moderately noisy environment.
  • Must be able to lift, carry and or push articles weighing up to 20 lbs.
  • Bachelor’s degree in accounting, business administration or a closely related field.
  • Three (3) years of progressively responsible professional accounting and/or payroll experience; municipal experience preferred but not required.

Nice To Haves

  • Possession of a Certified Public Accountant Certificate is desirable.
  • A combination of education and experience may be considered.

Responsibilities

  • Oversees the maintenance of revenue and appropriation ledgers, general and subsidiary, which involves ascertaining that receipts and payments are in order and properly coded prior to posting, conferring with representatives of other departments regarding discrepancies, balancing ledgers and preparing periodic and special financial reports showing expenditures.
  • Supervises preparation of payroll.
  • Instructs and advises department heads and others on accounting problems.
  • Maintains accounts of principal and interest due on City bonds.
  • Prepares bank balance, summary statements of revenues and other financial reports for both state and federal agencies.
  • Performs a wide variety of relating accounting systems.
  • Assists the Division Finance Director in budget preparation.
  • Supervise Finance Department staff during the absence of the Finance Administrator or Division Finance Director.
  • Responsible for providing information to contracted auditors and preparation of preliminary end of year financial statements.
