About The Position

We are seeking a SCORE Systems Coordinator (Program Analyst 2) to join our School Choice, Options, and Recovery Education (SCORE) team at the Oregon Department of Education. This is a permanent position represented by the Service Employees International Union (SEIU). This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office. Please refer to the position description linked below for more details. What you will do! The SCORE Systems Coordinator will manage grants and coordinate procurement functions across the School Choice, Options, and Recovery Education team. Grants will be managed in accordance with the rules adopted by the State Board of Education to be applied to the computation of the State School Fund allocations and Statewide Education Initiates Account allocations to be used for approved recovery schools, public charter schools, and other programs on the team as needed. This position coordinates the virtual public charter school enrollment appeals process. The SCORE Systems Coordinator will provide operational support to the SCORE team by working with procurement, budget/fiscal, and contractors/grantees to provide streamlined and effective collaboration, partnership, and execution of those grants and/or contracts. This position is also responsible for providing program implementation support in addition to contract/grant management processes, including data development, coordination, analysis, and providing general technical assistance and guidance to contractors/grantees in conjunction with program staff. This position will be part of a highly collaborative team supporting unique education options in Oregon. They will interact with state contacts, district leaders, schools, parents, representatives at the state and federal level including partner agencies, and others to ensure students in these schools and programs are served well. The work will be highly collaborative, innovative, and rewarding.

Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program OR Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

Nice To Haves

  • Professional-level experience administering grant funding and fiscal monitoring in an education or public-sector environment.
  • Experience developing and managing grant or contract processes, including drafting Requests for Applications and Requests for Proposals, reviewing applications, coordinating awards, and administering grant or contract agreements.
  • Knowledge of K–12 education programs and governance structures, or experience in comparable public-sector systems involving oversight, funding, and compliance, with familiarity preferred in public charter schools, recovery schools, alternative education programs, or other specialized education settings.
  • Experience developing or aligning operational systems and procedures, including creating tools, guidance documents, or workflows that improve consistency, efficiency, and cross-team coordination.
  • Experience conducting research and drafting reports or briefing materials, including materials prepared for leadership, advisory bodies, or legislative audiences.
  • Experience supporting or administering time-sensitive appeals or compliance processes, including review of records and drafting formal written determinations or final orders.

Responsibilities

  • Manage SCORE team grants including the establishment of grant agreements, calculating allocations, reviewing budgets, approving grant claims, and coordinating with program staff to evaluate programs and approval expenditures.
  • Process virtual charter school enrollment appeals and support other appeals across team programs.
  • Coordinate SCORE team contracts through the procurement process and work with program staff to ensure contracts are effectively administered.
  • Create team tools and systems to help programs access agency business services and coach team members on how to best access agency systems.
