About The Position

Vermont Hills Family Life Center (VHFLC) is a mission-driven nonprofit dedicated to supporting the healthy development of children and strengthening families across the Portland and Metro areas. Our licensed school-age programs serve elementary-age children at multiple sites, and we are committed to high-quality, equitable, and inclusive care for every child and family we serve. We’re seeking an experienced and mission-aligned School Age Programs Manager to serve as the senior leader of VHFLC’s licensed school-age programs. This is a program director-level role with broad responsibility for operations, compliance, staffing, and growth across all school-age sites. This is a full-time, 40-hour-per-week administrative leadership position. The Manager serves as the designated Program Coordinator under Oregon Certified School-Age Center (CCLD) rules and reports directly to the Executive Director. This role is best suited for someone who thrives on building systems, mentoring leaders, and driving program quality and growth — rather than routine classroom coverage.

Requirements

  • Must be at least 21 years of age
  • Must meet all Program Coordinator qualifications under Oregon Certified School-Age Center (CCLD) rules
  • Minimum Step 10 in the Oregon Registry — or qualified to apply for and obtain Step 10 within 90 days of hire
  • Demonstrated experience overseeing licensing compliance, inspections, corrective actions, and quality assurance in a licensed school-age or childcare setting
  • Demonstrated administrative leadership experience, including staff supervision, documentation, and operational oversight
  • At least two (2) years of experience supervising and managing adults, preferably in a regulated environment
  • At least one (1) year of teaching, Program Leader, or comparable leadership experience in a licensed school-age or after-school program
  • Educational background consistent with Oregon Registry Step 10. Candidates whose Step 10 is based on a business or administrative degree must demonstrate substantial direct experience working in licensed childcare, school-age, or elementary-aged settings
  • Strong leadership, supervisory, and decision-making skills with the ability to hold clear accountability while mentoring developing leaders
  • In-depth understanding of school-age child development and licensed program operations
  • Ability to manage multi-site operations and complex regulatory compliance
  • Strong organizational, documentation, and systems-building skills
  • Effective written and verbal communication skills across diverse audiences

Responsibilities

  • Serve as the designated Program Coordinator for all school-age programs, maintaining compliance with all Oregon CCLD licensing rules and VHFLC policies
  • Develop, implement, and oversee operational systems, procedures, and compliance-tracking tools across all sites
  • Oversee enrollment systems, staffing plans, schedules, and child-to-staff ratio compliance
  • Manage program calendars, closures, special schedules, and coordination with partner schools and districts
  • Ensure consistent implementation of emergency preparedness, incident response protocols, and required reporting
  • Provide direct supervision of all school-age program staff, including School Age Coordinators, Program Leaders, and site-based staff
  • Supervise and mentor School Age Coordinator(s), delegating limited supervisory tasks for professional development while retaining full accountability
  • Oversee hiring, onboarding, training, evaluation, discipline, corrective action, and staff separation in collaboration with HR and the Executive Director
  • Maintain final responsibility for performance management, corrective and progressive action, payroll oversight and timekeeping accuracy, and employment-related compliance decisions
  • Ensure all staff meet Oregon Registry, training, CPR/First Aid, and qualification requirements
  • Conduct and document all required site visits during program operating hours, per CCLD rules
  • Ensure a qualified Program Leader is on-site and designated at each program during all hours of operation
  • Oversee licensing applications, renewals, inspections, corrective action plans, and all regulatory correspondence
  • Maintain and review required documentation related to health and safety, sanitation, fire inspections, drills, postings, and staff training
  • Remain available by phone during all child care operating hours, as required by Oregon rule
  • Establish standards for family communication, responsiveness, and issue resolution across all sites
  • Serve as the escalation point for complex or sensitive parent, school, or community concerns
  • Build and maintain strong relationships with schools, districts, community partners, and licensing representatives
  • Lead enrollment growth initiatives, outreach efforts, and new program or site development
  • Develop and sustain partnerships with schools, districts, and community organizations
  • Support or lead fundraising initiatives, grants, sponsorships, and revenue development efforts
  • Collaborate with the Executive Director on long-term planning and organizational sustainability
