St. Johns County Board of County Commissioners is seeking a SCADA Technician for our well established Utility Department whose headquarters are located in beautiful St. Augustine, Florida. The St. Johns County Utility Department is responsible for reading, billing and collection of approximately 63,000+ service connections. It also administers and coordinates utility status management reporting, reviews engineering drawings, construction management and performs inspections and surveys for new construction just to name a few! Requirements

  • High School Diploma or equivalent recognized certification.
  • Completion of a two (2) year technical or vocational program in related technology or electrical trades and one (1) year of journeyman experience in related electrical, radio, or SCADA systems; or two (2) years of journeyman experience in related electrical, radio, or SCADA systems.
  • Must complete the County training course work required under the Utility SCADA Apprentice Training Program within eighteen (18) months from date of hire, or demonstration of equivalent training and proficiency.
  • Certification of this training is a requirement which is obtained by achieving a passing score of seventy percent (70% percent) or higher on the Knowledge, Skills, & Abilities (KSA) assessment at the end of the training program.
  • Must possess good interpersonal and communication skills to serve others.
  • Must be able to comprehend, speak and write the English language.
  • Must be able to operate a computer and job-related software programs.
  • Basic knowledge of SCADA system installation, integration, operation, maintenance and repair operations.
  • Basic knowledge of electronics, radio telemetry, and process control instrumentation equipment and principles.
  • Basic knowledge and Ability to safely use and apply technical specifications, standard tools and methods, test equipment, materials, and practices of utility SCADA systems and operations.
  • Basic knowledge of utility water and wastewater treatment, transmission, and collection operations.
  • Basic knowledge of state, federal and local laws, rules and regulations related to electrical codes, information systems, cybersecurity, radio telemetry, utility SCADA systems, and construction and workplace safety practices.
  • Skill in the analysis of problems and the development and implementation of solutions.
  • Skill and ability to utilize job related tools and software applications.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to perform technical computations, analyze data, and prepare and submit clear and concise reports based on findings.
  • Ability to perform strenuous, tedious, delicate, and stressful work under adverse conditions.

Responsibilities

  • Assists in performing installation and maintenance of utility SCADA, instrumentation and controls, Human Machine Interface (HMI), and security systems equipment.
  • Assists in the installation, system integration, operation and maintenance of various types of specialized SCADA network, PLC, Radio Telemetry, communications, instrumentation and control, HMI and other related equipment.
  • Utilizes complex and comprehensive work management systems for project tracking.
  • Performs field visits to check on work in progress and attends meetings with administration and management to discuss schedules and workload.
  • Assists with preparation of project cost estimates, orders, or requisitions material and equipment to facilitate repairs and preventive maintenance and assigned projects.
  • Maintains accurate and complete records.
  • Performs preventative maintenance on utility SCADA facilities and equipment.
  • Assist with testing and calibration of process control equipment.
  • Assists with system integration and testing and provides support for equipment start up activities.
  • Responds to after-hours work requests for SCADA system maintenance and repair including emergencies, holidays and weekends on a rotational on-call basis.
  • Maintains a full-time presence on the job.
  • Performs other duties as assigned.
