About The Position

Administers the Water Utilities Department’s safety and compliance programs to ensure regulatory compliance, reduce risk, and protect employees and the public. Leads safety initiatives, training, and continuous improvement efforts to strengthen departmental safety culture and operational performance. Salary Range: $63,252.80 - $82,243.20 (Depending on qualifications and experience) Essential Duties and Responsibilities include the following. Other duties may be assigned. Administers the department’s safety and compliance program to ensure regulatory compliance (with EPA, TCEQ, OSHA, and other regulatory bodies) and protect employees, the public, and City assets. Develop and maintain safety policies, procedures, goals, and performance measures to promote continuous improvement of risk management programs. Conducts field inspections and safety audits; documents findings and ensures corrective actions are completed. Investigates accidents, injuries, vehicle incidents, and property damage; determines root causes and recommends corrective measures. Serves as primary liaison with the Risk Management department. Analyzes safety data and trends to identify risks and implement preventative solutions. Develops and delivers safety training, tailgate meetings, and safety committee sessions. Observes work practices and provides coaching and corrective guidance to reinforce safe behaviors. Administers and maintains the department’s Hazard Communications program, including chemical inventory management, Safety Data Sheets (SDS), and training related to hazardous materials. Ensures compliance with CDL requirements, Department of Transportation (DOT) regulations, and FMCSA (Federal Motor Carrier Safety Administration) standards. Recommends personal protective equipment (PPE) and safety-related supplies for stocking at the warehouse and assists with the distribution and tracking of safety materials, including traffic control devices. Collaborates with leadership, staff, Human Resources, Risk Management, vendors, and external agencies to address safety concerns and support emergency response efforts. Plan and implement safety-related programs, including testing protocols, reporting, and employee education to ensure adherence to federal, state, and local regulations governing workplace safety and substance abuse prevention.

Requirements

  • Bachelor’s degree in Occupational Safety, Industrial Hygiene, Environmental Science, Public Administration, Business Administration, or a related field.
  • Five (5) years of experience in safety administration, safety management, or a closely related field.
  • OSHA 500 Certification (or ability to obtain within a specified timeframe).
  • Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the position.
  • Valid Class C Texas Driver’s License
  • CPR/AED Instructor Certification preferred
  • Knowledge of federal, state, and local safety regulations, including OSHA standards applicable to utility operations (confined space, LOTO, trench safety, etc.).
  • Knowledge of accident investigation techniques and root cause analysis.
  • Knowledge of chemical safety requirements applicable to water and wastewater treatment operations.
  • Ability to develop, implement, and evaluate safety programs, policies, and procedures.
  • Ability to analyze data, identify trends, and recommend risk mitigation strategies.
  • Skill in developing and delivering effective safety training and presentations.
  • Skill in preparing clear, concise reports, policies, and record-keeping.
  • Ability to conduct field inspections in active construction and utility environments.
  • Ability to communicate effectively with employees, supervisors, leadership, and the public.
  • Ability to manage multiple priorities, exercise sound judgment, and work independently.
  • Proficiency in computers and applicable software, including but not limited to Microsoft Office and related software applications.
  • Organization, time management, interpersonal relations, and conflict resolution

Nice To Haves

  • Experience working in an industrial environment such as water, wastewater, oil or gas operations.
  • Certified Safety Professional (CSP).
  • TCEQ Safety Instructor certification or equivalent.
  • NIMS ICS instructor certification
  • Experience conducting accident investigations and implementing corrective action programs.
