The Department of Economic Security, Office of the Director (OOD) / Governance and Innovation Administration (GIA) is seeking an experienced and highly motivated individual to join our team as a Rules Coordinator. Under the general direction of the Deputy Rules Administrator, this position is responsible for high-level work of considerable complexity in the planning, organizing, coordinating, and evaluating the effectiveness of projects related to the development, writing, and promulgation of Department rules. This role provides leadership, training, and technical assistance to the Department regarding drafting and preparation of administrative rules and reports. Assists in the development of agency rulemaking documents and statutorily required reports in compliance with the Arizona Administrative Procedures Act. Assists in the development of processes and procedures for implementing Department rulemaking and day-to-day administration of the Governance and Innovation Administration (GIA) Rules Unit. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Requirements

  • Knowledge of: Principles and practices of law as applied to rulemaking in Arizona.
  • Knowledge of: The body of law and policy affecting DES operations and responsibilities.
  • Knowledge of: The rulemaking process includes the requirements of the Arizona Administrative Procedures Act, the principles and functions of management, and the statutes, rules, and policies that apply to the Department and each of its Divisions.
  • Knowledge of: Statutes, rules, and policies that apply to the Department and its Divisions.
  • Knowledge of: Federal, state, and local government organization and procedures.
  • Knowledge of: Google Workspace, presentation, email, Internet, and other appropriate software.
  • Skills In: Writing and editing highly technical material to make complicated subject matter understandable to the public.
  • Skills In: Research and comprehension of legal and regulatory issues.
  • Skills In: Interpretation of complex federal and state laws, regulations, rules, and policies.

Nice To Haves

  • Bachelor’s or master’s degree in business or public administration, Public Policy, Law, Political Science, or related field.
  • At least 5 years of relevant professional experience in a leadership, managerial, or technical position, with a focus on human services policy and program design and implementation.

Responsibilities

  • Assist with coordinating, planning, organizing, implementing, and evaluating projects related to the development, drafting, and promulgation of DES rules in compliance with the Arizona Administrative Procedures Act.
  • Serve as a team leader for the DES Rules Unit and provide general direction and guidance to the Rules Analysts.
  • Support the creation and maintenance of standard work and assist with developing tools and procedures for the administration.
  • Provide training and guidance to staff regarding aspects of rulemaking, including drafting and editing rules, as well as adhering to rulemaking procedures.
  • Coordinating agency reports are statutorily required, including a five-year review report and regulatory agenda.
  • Regularly review Title 6 of the Arizona Administrative Code to identify opportunities to eliminate redundant, out of date, or unnecessary rules.
  • Interact with other agencies, members of the public, personnel, and public groups and attend proceedings and public hearings.
