About The Position

Under the general supervision of the Director of Finance, plan, assign, supervise and participate in the work of a clerical accounting section primarily involved in securing consumer benefits, including appropriate documentation and record keeping. Act as liaison between staff and funding sources and perform accounting work requiring the use and implementation of technical accounting principles in the maintenance of an accounting system. Has supervisory responsibilities. ANNUAL RANGE: $87,826.96 - $117,696.38 SIGN-ON BONUS! $250 sign-on bonus after the completion of 90 days of employment at IRC with work performance in good standing. $500 sign-on bonus after the completion of 6 months of employment at IRC with work performance in good standing. Requirements

  • Bachelor’s degree or higher in business administration, accounting or related field from an accredited college or university.
  • Five years of responsible experience in Revenue or Accounting, or other comparable work experience.
  • Progressive experience in supervising staff in accounting operations.
  • General knowledge of trust accounting principles and procedures.
  • General knowledge of business law and accounting principles and procedures.
  • General knowledge of Social Security rules and regulations and public benefits that are available to consumers.
  • Experience working with, or on behalf of, people with a developmental disability or a special needs population.
  • Ability to use Microsoft Office.
  • Full use of automobile, possession of a valid driver’s license and automobile liability insurance for the minimum amount prescribed by law.
  • Must have and maintain a safe driving record.

Responsibilities

  • Prioritize and coordinate the work of the unit to obtain and maintain consumer benefits.
  • Serve as a liaison between IRC staff, vendors, and funding sources.
  • Assure systematic, accurate, and current recording and application of consumer revenues.
  • Analyze and review any changes in the law governing benefit programs and provide information regarding any impact to the regional center or our clients.
  • Recommend and implement policies and procedures for the revenue unit as necessary.
  • Review and revise agency operations manual and make any updates to ensure that it reflects the current operating procedures of the Revenue unit and complies with governing laws, regulations and procedures of benefit funding sources.
  • Ensure all updates and changes are completed within the processing schedule of the Uniform Fiscal System (UFS).
  • Supervise and oversee the UFS fiscal record keeping for the Revenue unit.
  • Ensure correct posting of cash, loan collection, write offs, interest posting, receivable adjustments, Source of Fund maintenance, voids, authorization updates, and reconciliation to General Ledger.
  • Maintain all accounting and consumer records.
  • Oversee closure of accounts, report unclaimed assets to the State Unclaimed Property Division.
  • Review, approve and track all loans.
  • Review and approve distribution requests received from case managers.
  • Provide resource reports for case management.
  • Respond to inquiries in the ResQ Ticket System
  • Respond to federal, state, public benefit, and private audit inquiries.
  • Prepare documents for audit.
  • Provide data for reports as requested.
  • Update IRC forms and the Revenue intranet page, as needed.
  • Maintain a current working knowledge of requirements and regulations pertinent to related functions and seek to expand relevant knowledge base.
  • Comply with all administrative requirements; complete necessary paperwork and reports in a timely manner.
  • Keep manager informed of pending work, work in progress and problems encountered.
  • Conduct performance evaluations for unit staff annually and after first six months for new staff.
  • Ensure employees are in compliance with company policies.
  • Provide constructive feedback and goal-setting during evaluation meeting with employee.
  • Identify training and development needs based on evaluation outcomes.
  • Evaluate, motivate and coach individual staff members as required and when necessary.
  • Implement discipline when required up to and including recommending termination of an employee.
  • Engage in team building activities designed to focus on IRC’s mission statement and core values; building a strong, cohesive agency and program and improving staff morale.
  • Work cooperatively and effectively with others; perform as a member of the team, answering questions, sharing expertise and contributing to the harmony of the team.
  • Establish and maintain cooperative working relations with attorneys, regional center staff, consumers/trust beneficiaries and their care providers, family members, Guardians/Conservators and/or significant others.
  • Ability to organize work, set priorities, meet critical deadlines, and follow-up on work, as needed.
  • Ability to perform work involving independent judgment, accuracy and speed.
  • Ability to direct and coordinate the work of others.
  • Perform duties of supervisor and/or revenue staff during temporary or vacation absences.
  • Use office equipment appropriately and report the need for any repairs; keep work area at home and in the office neat and orderly and free from hazards.

  • Handle a hybrid work environment consisting of working in the office and remotely at home while maintaining work productivity and efficiency; communicate via email and Teams telephone calls, video conference calls and chat rooms.
  • Handle change well and be flexible and adaptable in dealing with interruptions, new priorities and new assignments.
  • Maintain good attendance and punctuality.

  • Utilize IRC’s IT systems as assigned, maintaining security and following applicable protocols, procedures, rules and requirements.
