About The Position
The Office of Mental Health (OMH) is recruiting to fill a Resources & Reimbursement Agent 1, position in the State Operations Finance Group, Operations Support Unit; specific duties of this incumbent include, but are not limited to, the following: May serve as subject matter expert (SME) for the following subject/program areas: Medicaid, SSI, Social Security, Medicare, Food Stamps, Outside Hospital Care (OHC), OMH adult residential programs (e.g. Family Care, SOCR, SORCCA, and children's residential programs), and/or systems utilized by Patient Resources; Gathering and disseminating information needed to facilitate and support field and central Patient Resource operations, including writing and issuing policy and procedural directives; responding to questions on operational policies, procedures, and systems, and developing and conducting training on operational issues; Serving as liaison with other OMH divisions and outside agencies, identifying and analyzing changes and emerging issues which have an impact on field operations and providing recommendations for policy and procedural changes; Serving as liaison with DOH regarding Medicaid eligibility for clients admitted to OMH operated programs; Providing technical assistance on case specific problems to Bureau staff, other OMH staff, staff from DOH/other State and Federal agencies, as well as outside providers and clients; Managing centralized operational functions of the New York State Welfare Management System (WMS) for District 97 Medicaid.
Requirements
- Trainee 1 ($53,764): Four years of experience conducting financial reviews and evaluations, determining payment sources, and developing and submitting claims for health care and treatment costs.
- Trainee 2 ($59,994): Five years of experience conducting financial reviews and evaluations, determining payment sources, and developing and submitting claims for health care and treatment costs.
- Journey Level ($66,951): Six years of experience conducting financial reviews and evaluations, determining payment sources, and developing and submitting claims for health care and treatment costs.
- An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
- Candidates must have permanent status as a Resources & Reimbursement Agent 1, SG-18 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of this position.
Responsibilities
