  • A master’s degree in social work, psychology, counseling or nursing and a combination of two years professional experience with children (required), in a children’s residential facility (preferred), and in administration and supervision (required). One year must consist of clinical experience with children or adolescents (preferred); or
  • A baccalaureate degree in social work, psychology, counseling or nursing and a combination of three years professional experience with children (required), in a children’s residential facility (preferred), and in administration and supervision (required) with one year consisting of clinical experience with children or adolescents (preferred); or
  • A baccalaureate degree and a combination of four years of professional experience with children in a children’s residential facility and in administration and supervision (required); or,
  • A bachelor’s degree and be grandfathered as a QMHP or received a variance of QMHP, by having met DMAS standards for qualifications through related course work and experience, and a combination of four years professional experience with children, in a children’s residential facility and in administration and supervision.
  • Must have up-to-date certification in the facility’s Behavior Management Program and have the willingness and ability to apply such skills as needed and/or required in the day-to-day interactions with youth
  • Must have up-to-date certifications in approved courses for CPR/First Aid
  • Maintain valid driver's license and good driving record.
  • Must be trained in the REVIVE! Opioid Overdose Education and Naloxone Administration (or similar) training and be willing to administer naloxone in the event of a suspected overdose
  • Must be trained as a Trainer in REVIVE! Opioid Overdose Education and Naloxone Administration (or similar) training, and be willing to train new staff or provide refresher training, as needed

Responsibilities

  • Responsible for administrative, program and staffing management/supervision at all group homes.
  • Ensure that residential staff build and maintain positive, healthy relationships with youth and their families and serve as role models for Elk Hill’s core values.
  • Develop, coordinate, implement and/or ensure that residential programming addresses youth recreational, educational, emotional, and social needs, service plan requirements, psychoeducational requirements, staff scheduling, and adequate youth supervision. Approve weekly programming schedules.
  • Work cooperatively with program directors, staff, therapists, and Residential Clinical Director to improve the quality of the residential program.
  • Provide and document administrative supervision for all Program Directors, at least monthly, and in compliance with applicable standards (DBHDS, COA, Medicaid). Ensure Program Directors are completing all their responsibilities at a high level. Complete annual evaluations in a timely fashion for all Program Directors.
  • Ensure group homes remain adequately staffed with qualified personnel in accordance with DBHDS and Medicaid requirements. Work closely with the COO and Human Resources staff regarding the hiring, corrective action planning and dismissal of staff.
  • Provide training and opportunities for training for staff while assisting them with developing their own training-needs identification and goals for professional development.
  • Work cooperatively with the admission coordinator/team in screening referrals, arranging, and facilitating pre-placement interviews and determining if youth are appropriate for admission to the various programs.
  • Oversee the development, implementation, review and updating of IPOC and CIPOCs for each youth, ensuring plans meet licensing, funding, and placing agency requirements.
  • Ensure youth are enrolled in academic or vocational education in compliance with licensing standards.
  • Ensure each group home’s compliance with DBHDS, OHR, COA, and Medicaid requirements.
  • Attend meetings as needed or warranted, including treatment team meetings, FAPT, family engagement meetings.
  • Prepare and submit all CHRIS reports, DBHDS service modification requests, license renewal forms, and respond to all Corrective Action Plans
  • Coordinate facility needs and task completion with maintenance.
  • Ensure annual fire marshal and sanitation inspections are completed/documented and annual water testing, where applicable.
  • Supervise and assign tasks to the Residential Administrative Assistant.
  • Conduct/ensure that assessments, surveys, or other instruments as required for monitoring program outcomes are completed.
  • Responsible for providing feedback to the COO and/or CFO regarding group home budgets, advocating for residential facilities, programming and staffing needs, implementing budgets, and operating each group home within budget guidelines.
  • Routinely reconcile petty-cash balances and expenditures in accordance with policy and procedures.
  • Function as an integral member of Elk Hill’s Leadership Team.
  • Coordinate aftercare, therapeutic programming, and trainings with Residential Clinical Director.
  • Provide direct-care services when programming, staffing patterns or staff training dictate the need.
  • Develop and maintain an AOC (Administrator on Call) schedule.
  • Participate in appropriate and ongoing supervision and staff development training
  • Perform other duties as designated by the Chief Operating Officer.
