About The Position

We are seeking a Requirements Program Manager who will oversee the requirements management processes that support deployment of the UT-Battelle Prime Contract in managing and operating the Oak Ridge National Laboratory (ORNL). This position will also support the delivery of requirements into laboratory-level documents through the Standards-Based Management System (SBMS). This position resides in the Requirements and Information Management group in the Office of Integrated Performance Management, at Oak Ridge National Laboratory (ORNL) and will report to Team Lead for Requirements and Document Management.

Requirements

  • BS degree with 8+ years of relevant experience or master's degree with 7+ years of relevant experience.
  • Knowledge of laws and regulations affecting laboratory research and operations.
  • Excellent computer, written, oral, and presentation skills.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

Responsibilities

  • Facilitate the evaluation of new and revised external requirements for applicability to the UT-Battelle Prime Contract.
  • Serve as the Department of Energy (DOE) directives and technical standards point of contact and the Work Smart Standards (WSS) process leader for ORNL.
  • Maintain communication with DOE on ORNL's requirements management processes.
  • Work with the Chief Financial Officer and Prime Contract Administrator to manage prime contract requirements with DOE.
  • Participate in the requirements management multi-laboratory group to benchmark requirement processes and implementation approaches.
  • Advise management and SBMS content owners on potential requirement changes or issues.
  • Manage a high volume of documentation related to requirements and contract modifications for the UT-Battelle Prime Contract.
  • Coordinate and advise on internal and external communications to implement applicable requirements.
  • Serve as subject matter expert for the Requirements Management subject area in SBMS.
  • Ensure the requirements management database is maintained and requirements decision records (RDRs) are completed. Provide support to SBMS content owners on developing or revising RDRs.
  • Support preparation of impact assessments, implementation plans, and WSS administrative reports/requests.
  • Maintain the ORNL WSS sets.
  • Support the tracking and maintenance of implementation plans (IPs) and IP actions.
  • Provide monthly status updates to management system owners (MSOs) and maintain requirements dashboards.
  • Work with SBMS staff on major revisions, streamlining efforts, and other updates for SBMS documents.
  • Provide requirements and SBMS metrics, trend reports, and dashboards for management.
  • Perform management assessments on requirements and document control processes and identify areas for improvement.
  • Develop and provide requirements management training to SBMS MSOs and POCs.
  • Develop and maintain internal operating procedures and work instructions to document requirements management processes.
