The Release of Information (ROI) Specialist manages the release of Protected Health Information (PHI) for the Hospital for Behavioral Medicine and reports to the Director of Health Information Management (HIM)/Privacy Officer. HBM uses an EMR (HCS) to efficiently manage medical records, although some are stored offsite and on paper. The specialist uses our financial system, Medhost, to look up record requests. The ROI Specialist will review requests and authorizations to release PHI and medical records, ensuring accuracy and compliance with state and federal guidelines before release. The specialist collaborates with internal and external parties by phone, in person, verbally, and in writing to meet or exceed customer needs and adheres to required turnaround times from request to release. The ideal candidate will have some prior experience in a physician's office, clinic, or hospital, and will prepare records for departmental audits and investigations, as well as send or deliver medical records to persons and agencies in accordance with laws and regulations. Under the supervision of the Director of HIM/Privacy Officer, the ROI Specialist analyzes and responds to inquiries from patients, payers, attorneys, regulatory agencies, auditors, healthcare facilities, and third-party requesters Analyzes and validates all medical records requests for HIPAA compliance and collaborates with an attorney on requests received for filing legal documents. Can explain specific laws and regulations about why an authorization to release records must be complete and why certain information is necessary before it can be released, while following policies and procedures (P&P) outlined in HBMs HIM P&Ps. Communicates with internal and external parties verbally (by phone), in writing, or in person to achieve departmental goals. Prepare the requested statistical reports for management. Assist in extracting and analyzing data from medical records for medical care evaluation studies, patient care patterns, and Performance Improvement. Maintain quality and accurate records by following hospital procedures, retrieving medical records from outside storage, and documenting reasons why charts cannot be accessed for statistical and follow-up purposes. Ensures patient charts, legal documents, and reports are completed accurately and on time. Must be able to take direction and follow through on assignments of large requests in a timely manner, and document all necessary information in Microsoft (MS) Excel spreadsheets, MS Word documents, and adobe PDF format.
