Regulatory Specialist (Registration) As the independent system operator (ISO) for the power system that serves the majority of Texas, Electric Reliability Council of Texas, Inc. (ERCOT) is responsible for operating and planning the ERCOT transmission grid and administering the ERCOT wholesale power market, among other critical functions. The ERCOT Legal Department is seeking a Regulatory Specialist to manage and facilitate market participation, registration, contracts, changes, and other reporting requirements related to ERCOT’s core functions. This role ensures ERCOT Market Participant compliance with registration-related ERCOT Protocols and procedures, and coordinates closely with internal teams and external entities to support seamless market operations. JOB DUTIES: Oversees the end-to-end process for various Market Participant types, including Congestion Revenue Right Account Holders (CRRAHs), Independent Market Information System Registered Entity (IMRE), Load Serving Entities (LSEs), Qualified Scheduling Entities (QSEs), Resource Entities (REs), Transmission/Distribution Service Providers (TDSP) and Renewable Energy Credit Account Holders (RECAH). Understands the basic principles, theories and concepts related to the profession and learns how to apply them within the ERCOT organization. Follows standard practices and procedures in analyzing situations or data from which answers can be readily obtained. Must be comfortable working on assignments that are often routine in nature while maintaining a high rate of accuracy. Contributes to specific objectives and outcomes as directed. ADDITIONAL JOB DUTIES: Receives and reviews Market Participant applications and supporting documents, contracts, information change forms, and other reporting documents for completeness, accuracy and proper signatures. Ensures timely and accurate processing of a wide array of Market Participant registration matters as required. Monitors and enforces adherence to ERCOT Protocols, guiding participants through compliance requirements and addressing any issues that arise. Serves as liaison between ERCOT and Market Participants, providing updates, clarifications, and support throughout the registration and qualification processes. Communicates and coordinates with Client Service Representatives, Analysts, and Legal staff regarding proper documentation and information. Checks Texas Secretary of State and Dun & Bradstreet records for accuracy of Market Participant information. Develops and monitors processes and procedures relating to registration matters. Answers questions and deals with special issues regarding registration matters. Administers the annual Digital Certificate Audit Attestation. Receives and reviews Non-Disclosure Agreements for ERCOT working groups. Receives and reviews Texas Cybersecurity Monitoring Program (TCMP) applications. Facilitates the issuance of Standard Form Black Start Agreements. Supports ERCOT Membership Application and Agreement process, including Application processing, corresponds with applicants when clarification or correction to submitted information is needed. Supports departmental compliance initiatives concerning state and statutory obligations, including launching annual compliance assessments and recording updates. May support ERCOT Committee and/or Board-related tasks. Serves as backup for preparing daily reports of industry filings submitted in relevant Public Utility Commission of Texas and federal proceedings.
