About The Position

ANSER is seeking a Regulatory Analyst to support the Office of the Assistant Secretary War for Privacy Civil Liberties and Transparency (OATSD(PCLT). In this role you will provide operational support and analytic support to the Regulatory Directorate. The Regulatory Directorate is responsible for establishing policy, assigning responsibilities, and providing procedures for the development, coordination, approval, publication, and review of Department of Defense (DoD) Federal regulations, guidance documents, and notices that are required by law or driven by compelling public need. In this role you will provide day-to-day policy oversight and program management, ensuring full compliance with all applicable Federal governance requirements governing Federal regulations, guidance documents, and Federal Register notices.

Requirements

  • Active Secret clearance.
  • Bachelor's degree.
  • 2+ years of experience related to regulatory, privacy or civil liberties support, policy analysis or FOIA analysis.

Nice To Haves

  • Prior experience working within the DoD or other Federal agency.
  • Strong writing editing and coordination skills with the ability to multitask and appropriately prioritize projects
  • Highly proficient with the Microsoft Office Suite of applications especially Word Excel PowerPoint and SharePoint.
  • Ability to work in a fast-paced team environment and adapt to rapidly changing requirements.
  • Ability to produce quality work independently or in a group setting to provide solutions to customer issues and solve problems quickly.

Responsibilities

  • Research data collection development preparation and staffing of Federal regulations guidance documents notices and reports pertaining to regulatory activities.
  • Maintain websites and tools used in the support of the Regulatory Policy Program learning management system(s) develop and maintain a web-based library and other functions.
  • Coordinate interagency review requests from the Office of Management and Budget (OMB)/Office of Information and Regulatory Affairs (OIRA) with various DoD components and subject matter experts.
  • Edit and coordinate OSD rules before publication in the Federal Register and help action officers through the often-complicated rule-making process.
  • Review formatting and track DoD Federal Register notices for publication
  • Review and post public comments received on Federal regulations guidance documents and notices within the Federal Docket Management System.
  • Assist with completing the biannual Unified Agenda of DoD rulemaking priorities
  • Develop and manage the regulatory processes and procedures within internal SharePoint portal to include data management workflow procedures managing "permissions" and establishing and updating "how to procedures" for users of the regulatory SharePoint portal.
  • Prepare training materials/guides for required related Regulatory training
