About The Position

Primary purpose: To fulfill various preparatory, analytical and administrative requirements associated with the Company’s regulatory compliance obligations. Responsibilities Essential duties and responsibilities: Develop spreadsheet models forecasting annualized costs, revenues and refund amounts. Prepare project cost studies supporting certificate (construction) projects to be filed before FERC. Compile and analyze monthly cost, revenue and volume throughput data from ledger. Translate reported amounts and quantities into schedules supporting regulatory rate and tariff filings. Review of FERC Form 2/3Q reporting for consistency and compliance with Regulations. Read and report on rate and tariff filings of other pipeline companies to identify need for changes in pipeline rates, tariff or compliance practices. Prepare and electronically file tariffs using TariffShark software. Communicate effectively (written and verbally) with team members and internal/external customers. Collaborate with a wide variety of people with tact, courtesy and professionalism. Speak clearly, both in person and by telephone, using a high level of verbal skills and listen carefully. Maintain a regular, dependable attendance and a consistently high level of performance. Will work non-traditional hours as needed. Maintain a high regard for personal safety, for the safety of company assets and employees, and the general public. Other daily, weekly, monthly or special project duties as identified and defined. Requirements

  • Bachelor’s degree from an accredited institution in Accounting, Business, Finance, Mathematics, Economics or a related discipline.
  • A minimum of 1-5 years of related work experience.
  • Internships and co-op positions may substitute.
  • Knowledge of regulatory cost of service and rate design principles.
  • Required to learn Electronic FERC Tariff system.
  • Strong analytical skills and logical thought processes, with the ability to identify and resolve simple to complex regulatory and compliance-related issues.
  • Intermediate proficiency level in MS Office applications that may include but are not limited to Excel, Word, Access, PowerPoint and Outlook.
  • Must possess and maintain a valid driver’s license and a driving record satisfactory to the company and its insurers (for travel).
  • Must consistently display and utilize well-developed written and verbal communication skills.
  • Ability to work cooperatively and effectively with others and maintain confidentiality when appropriate.
  • Ability to identify, understand and meet/exceed expectations in an employee/employer relationship.
  • Ability to perform the required and expected duties with minimal direct supervision.
  • Ability to work within a team and act as back-up to other employees’ responsibilities within small Regulatory Department.
  • Must be able to perform all essential and marginal functions of the job.
  • Must be able to work with a team, take direction from management, adhere to required work schedules, focus attention on details, and follow work rules.
  • Ability to successfully perform multiple tasks with strict deadlines.
  • Ability to organize and prioritize daily work.

Nice To Haves

  • Previous working experience within a regulatory agency, regulated utility or regulated pipeline.
  • Wholesale energy industry experience (natural gas, oil, products or power).
  • Knowledge of oil pipelines a plus.
  • Prior knowledge of FERC Tariff system a plus (TariffShark), NAESB rules, and ability to learn and manage Docket Tracker software
  • Experience with mainframe financial systems helpful.
