About The Position

The Regulatory Analyst reports to the Regulatory Manager and is responsible for supporting data collection and the preparation and submission of permit-related reports for drilling, workover, completion, and abandonment activities. This role also supports regulatory reporting for well, pipeline, facility, and production operations. The ideal candidate will have prior experience as a regulatory analyst working with state, federal, or DOT regulatory agencies.

Requirements

  • Bachelor's degree in science, technology or other applicable field of study preferred; minimum 5-7 years continuous progressive regulatory working experience in lieu of a degree.
  • Minimum 3+ years regulatory analyst experience required.
  • Possess working knowledge of a variety of State, Federal or DOT regulations regarding regulatory reporting. The ideal candidate does not need all 3, however, State or DOT are preferred with the expectation of the development of familiarity with federal/state regulations.
  • Experience working in a fast-paced environment and with excellent time management and organizational skills.
  • Strong interpersonal skills are required.
  • Ability to work independently and make decisions quickly with changing priorities.
  • Proficiency in MS Office (i.e. Word, Excel, Access), E-Well, TIMS web and other related software.
  • Determination of applicable rules and data for regulatory reporting, familiarity with agency regulations in the identification of agency timing, requirements and processes needed.
  • Ability to manage multiple priorities and/or issues.
  • Strong attention to detail necessary to assure accuracy.
  • Strong verbal and written communication skills with a proven ability to communicate effectively at all levels of the organization and with external regulatory agencies.

Responsibilities

  • Prepare, file and monitor Federal/State Agency regulatory documents/permits related to new drill wells, re-completions, inactive wells, TA's and P&A's, for Federal OCS, Onshore/Offshore, Louisiana, Alabama and/or Texas.
  • Interface between engineering, field personnel, regulatory agencies, and contractors to successfully obtain permits within deadlines set by Operations.
  • Understand applicable rules and data for regulatory reporting, including identifying implementation timing, requirements, and processes needed.
  • Maintain working relationship with regulatory agencies, as appropriate, including: BOEM, BSEE, TRRC, AOGB, APSC, PHMSA, LC&E and USCG.
  • Communicate with regulatory agencies BSEE, BOEM, PHMSA, Coast Guard and State Agencies in updating status of permits and ensuring permits are filed accordingly.
  • Assist Operations during government and third-party inspections/audits to provide necessary permits and other regulatory information as applicable.
  • Assist operations staff with any regulatory emergencies due to operational needs and provide necessary permits to meet needs.
  • Maintain pipeline compliance with DOT Agencies (Implement OQ, O&M, IMP, Class Location Studies, PAP, and assess field competencies regarding PAP, O&M, and OQ).
  • Track permit expiration dates and manage permits to ensure information is filed appropriately and modified according to changing priorities.
  • Review well activity reports for all open and closed wells and evaluate new permitting needs and report on current permitting status.
